DC10 ACFT EXPERIENCED DELAYS INTO DEST ARPT; RPTR CAPT BECAME CONCERNED ABOUT FUEL REMAINING AND EVENTUALLY DECLARED EMER LOW FUEL FOR PRIORITY HANDLING.

Narrative

APCHING FQM VOR ON THE WILLIAMSPORT 1 ARR; WE WERE INFORMED BY ATC THAT DELAYS WOULD BE INCURRED INTO EWR FOR ACFT ACTIVITY. SHORTLY AFTERWARDS; WE WERE GIVEN HOLDING INSTRUCTIONS AT SLATE RUN VOR WITH AN EFC OF XX20Z. OUR FUEL AT THIS TIME WAS APPROX 28000 LBS. WE ENTERED HOLDING AT FL370 AND INFORMED DISPATCH; DISCUSSING POSSIBLE ALTERNATES. AFTER SOME DISCUSSION; JFK WAS DECIDED UPON. WE WERE STEPPED DOWN AND CLRED TO HOLD FURTHER AT PENNS AT 14000 FT AND DECIDED AT THIS POINT TO FOREGO THE ALTERNATE OPTION AND PROCEED TO EWR AS ATC SAID THEY WOULD GET US IN SHORTLY. DISPATCHED DECISION FUEL WAS 11000 LBS; MINIMUM FUEL WAS 8600 LBS AND EMER FUEL WAS 7100 LBS (ALL FUELS ON LNDG). I WAS COMFORTABLE WITH COMMITTING TO LAND WITH FUEL ABOVE 11000 LBS SINCE THE FIELD WAS VFR WITH 2+ RWYS AVAILABLE. WE WERE CLRED OUT OF THE HOLDING FIX AND STARTED TOWARDS TEB WITH 16000 LBS. SHORTLY THEREAFTER ATC TURNED US TO A HDG OF 350 DEGS FOR SEQUENCING. AT THIS I BECAME CONCERNED AND DECLARED MINIMUM FUEL. THE CTLR THEN ASKED HOW MANY MINS OF FUEL WE HAD TO WHICH I REPLIED; '35 MINS.' AT THAT; ATC DECLARED US EMER FUEL. SHORTLY THEREAFTER; THEY TURNED US ONTO FINAL APCH AND WE THEN LANDED WITH THE FOLLOWING INCIDENT. UPON REVERSING THE ENGS; #2 DID NOT RESPOND AND FURTHER SCRUTINY REVEALED THAT SOMETIME JUST BEFORE OR AFTER TOUCHDOWN; #2 HAD EITHER ROLLED BACK OR FLAMED OUT. ALL TANK #1 AND TANK #3 BOOST PUMPS WERE ON; L AFT AND R AFT PUMPS IN TANK #2 WERE ON; AND ALL XFEED VALVES WERE OPEN. WE TAXIED IN AND SHUT DOWN. FUEL WAS 5000 LBS L; 2800 LBS CTR; AND 5000 LBS R; FOR 12800 LBS TOTAL. (#2 ENG RELIT AND CAME UP TO IDLE DURING ROLLOUT.) ENG PROB WAS WRITTEN UP IN LOGBOOK.
