Narrative
THE PROB I AM ABOUT TO DESCRIBE HAD THE FOLLOWING CONTRIBUTING FACTORS: 1) THE AIRSPACE AT LWM WAS VERY CONGESTED THAT EVENING. 2) CTL TWR WAS CHANGED FROM FAA TO CONTRACT IN AUG/97. PLTS AND CTLRS ARE STILL LEARNING TO WORK TOGETHER. 3) THE EVENTS IN THE PATTERN SO UPSET A CESSNA PLT THAT HE CAME 'LOOKING FOR ME' AT MY FBO THE NEXT DAY AND PRECIPITATED A NASTY NAME-CALLING ARGUMENT WITH ONE FLT INSTRUCTOR AND THEN ANOTHER FLT INSTRUCTOR. I WAS NOT THERE. EVIDENTLY THIS MAN HAS A REPUTATION AT LWM IN TERMS OF A BAD TEMPER. I CERTAINLY HOPE I DON'T SEE HIM. THIS IS MY SIDE OF THE STORY. I WAS 7-10 NM W OF LWM AT XA00 PM OCT/SAT/97. I CONTACTED ATC AND WAS TOLD TO RPT BACK IN '3.' I CIRCLED OUTSIDE D AIRSPACE AND CALLED BACK IN 3-5 MINS. ATC TOLD ME TO RPT 3 MI L BASE RWY 32. WHEN I RPTED THAT POS I WAS TOLD #3 TO LAND. ATC ASKED 'HAVE YOU DONE YOUR 360 DEGS?' I THOUGHT TO MYSELF 'WHAT 360 DEGS?' I REPLIED 'I'LL DO ONE NOW.' ATC TO ALL PLT'S 'NOBODY'S LISTENING TO ME. EVERYONE STAY OUTSIDE CLASS D UNTIL I GET THIS MESS CLEANED UP.' ATC ASKS ME 'WHAT IS YOUR POS NOW?' I'M STILL DOING THE 360 DEGS AND REPLIED '4 MI L BASE.' 2 MINS LATER ATC; 'WHAT IS YOUR POS NOW.' I REPLIED 'COMING TO TIP OF THE LAKE' (WHICH IS A PROMINENT GND REF). ATC; 'WHAT IS YOUR DISTANCE.' I REPLIED '2 NM.' AT THIS POINT A PLANE HAS ENTERED THE PATTERN WITHOUT TALKING TO ATC AND ADDS TO CONFUSION. NOW I SPOT A CESSNA ON R BASE OPPOSITE ME AND I ALERT TWR. ATC ASKS CESSNA IF HE SEES ME. HE SAYS; 'AFFIRMATIVE.' ATC ASKS WHO IS AHEAD. I REPLY; 'WE ARE ABOUT EQUAL.' CESSNA SAYS HE IS AHEAD. ATC CLRS CESSNA #1 TO LAND AND I AM CLRED #2. SPACING IS TOO TIGHT AND ATC TELLS ME TO GAR. I LAND WITHOUT FURTHER INCIDENT. I FEEL THAT EVEN THOUGH THINGS GOT SLOPPY; THINGS DID GET RESOLVED WITHOUT ANYONE BEING ENDANGERED. I DO NOT KNOW WHAT I DID TO UPSET THE CESSNA PLT SO BADLY.
