Narrative
A B747 WAS IN MY CTL AT ZNY; SECTOR 68 AT 10000 FT AND GIVEN A CLRNC TO CLB TO FL230. SECONDS LATER; HE RPTS A TCASII ALERT DSNDING. I TOLD HIM I SHOW NO TARGETS ANYWHERE AROUND HIM; NO PRIMARIES OR NON MODE C. PLT STATES; AFTER DSNDING; PIPER AEROSTAR JUST WENT OVERHEAD; WE MISSED HIM BY 400 FT. ABOUT 5 MI LATER A VFR TARGET APPEARED SBOUND. THIS ALL OCCURS IN THE WAKE OF TREVOSE RADAR (QDP) BEING SHUT DOWN (DECOMMISSIONED) AND GIBBSBORO RADAR BEING TURNED ON. NUMEROUS RPTS HAVE BEEN FILED AND COMPLAINTS MADE. THE SIT STILL EXISTS; TARGETS DISAPPEAR; OR NEVER APPEAR IN THIS AREA. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR INDICATED THAT THE QDP RADAR WAS RETURNED TO SVC AND THAT THEY HAVE FULL COVERAGE AGAIN. RPTR ALLEGES THE FAA DID NOT TREAT THE CONFLICT AS AN NMAC. RPTR INDICATED A COMPANY INCIDENT RPT WAS FILED BY THE PLT. RPTR ALLEGES THE FAA CLAIMED THAT THE PROB WITH TARGETS NOT BEING DISPLAYED OR DROPPED WAS NOT A SAFETY ISSUE. RPTR CLAIMS THE UNION BECAME INVOLVED WITH THE PROB BEFORE THE RADAR WAS RETURNED TO SVC.
