WHILE FLYING FROM IAD TO PHL; PHL APCH TOLD US TO GET OUT NEW CASTLE APCH PLATE AND HOLD AT THE NDB AS PUBLISHED; 7 MI LEGS. AS THE CAPT LOOKED FOR THE PLATES; HE REQUESTED THE FREQ. STAND BY WAS THE REPLY. IN ORDER TO HEAD TOWARD THE FIX THE CAPT ASKED AGAIN. AGAIN ANOTHER STAND BY. ANOTHER PLT ON THE FREQ STATED THE FREQ. UNABLE TO FIND THE PLATES IN HIS BOOK; THE CAPT SEARCHED THE FO'S. WHILE LOOKING; THE CAPT ASKED IF THE TURNS WERE STANDARD. THE REPLY WAS YES; HOLD S OF THE FIX. MOMENTS LATER; ENTERING THE HOLD; WE ASKED FOR THE PROPER SPELLING OF THE FIX FOR THE FMS; WITH NO REPLY. AFTER ENTERING A HOLD ON THE 180 DEG RADIAL; R TURNS; THE CAPT STATED 'WE DO NOT HAVE THE NEW CASTLE PLATES; THEY ARE NOT ISSUED TO US.' THE ATC REPLY WAS 'JUST CONTINUE WHAT YOU ARE DOING' FOLLOWED BY CLB INSTRUCTION TO 5000 FT MSL. MINS LATER; I BELIEVE I MISSED MY TURN INBOUND (UNABLE TO GAUGE 7 MI OUT DME). ATC TOLD US TO TURN TO A NEW HDG AND KEEP IT TIGHT. AFTER THAT; ATC VECTORED US CONTINUOUSLY. NOTHING MORE WAS SAID ABOUT THE HOLD.
