Narrative
DURING TAXI OUT; TAXIED ONTO AN ACTIVE RWY WHICH HAD PREVIOUSLY BEEN USED AS A TXWY TO REACH THE ASSIGNED RWY. THE PREVIOUS TAXI CLRNC TO THE RWY WE WERE USING WAS ALWAYS 'TAXI TO RWY 23L/R VIA TXWY U; RWY 28; HOLD SHORT OF RWY 23L.' THE HOLD SHORT LINES FOR RWY 23L ARE ON RWY 28. THIS MORNING; THE CLRNC WAS; 'TAXI TO RWY 23R VIA TXWY U; RWY 28; HOLD SHORT OF RWY 28.' THIS CLRNC WAS GIVEN DURING THE BRIEFING SECTION OF OUR TAXI CHKLIST. ALTHOUGH THE CLRNC WAS READ BACK BY THE FO; THE 'HOLD SHORT OF RWY 28' DIDN'T REGISTER AND WE CONTINUED OUR TAXI BEYOND TXWY U ONTO RWY 28 TO THE HOLD SHORT LINE FOR RWY 23L BEFORE WE WERE NOTIFIED OF OUR MISTAKE. POSSIBLE RECOMMENDATIONS TO PREVENT FUTURE OCCURRENCES: 1) COMPLETE CAPT'S BRIEFING BEFORE LEAVING GATE. 2) RECHK CLRNC WITH CTLR BEFORE TAXIING ONTO OR ACROSS ANY RWY. 3) READBACK OF ALL TAXI CLRNC. 4) MORE PROGRESSIVE TAXI INSTRUCTIONS GIVEN BY GND CTL. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATES THAT THERE IS PRESENTLY SOME CONSTRUCTION ON RWY 28; THE INSTALLATION OF WIG-WAG LIGHTS AT THE HOLD SHORT LINE ON THE RWY AT THE ENTRANCE TO RWY 23L. THIS MAY BE WHY THEY WERE REQUESTED TO HOLD SHORT OF RWY 28 WHICH IS UNUSUAL. IT IS VERY ABNORMAL TO HAVE A HOLD SHORT LINE PAINTED ON A RWY AND THAT CONFUSES MANY PLTS. AS THEY TAXIED ON THE RWY THERE WAS NO WORD FROM GND AT ALL TO LET THEM KNOW OF THE ERROR. IT WAS WHEN THEY SWITCHED TO TWR AND WERE REQUESTED TO CONTACT GND AGAIN THAT THEY WERE NOTIFIED OF THE ERROR AND TOLD TO CONTACT TWR. RPTR SUGGESTION IS A PARALLEL TXWY TO RWY 28 ON THE N SIDE OF THAT RWY SO IT WOULD BE CLR WHEN RWY 23L BEGINS. THIS WAS THE FIRST DAY AND THE FIRST TRIP FOR THE PAIRING OF THIS FLC. RPTR AND COMPANY HAVE REVIEWED THE SIT BUT FAA HAS NOT BEEN INVOLVED.
