AN ARTCC RADAR CTLR QUESTIONS REROUTING PROC WHENEVER LAS RADAR IS OTS.
Narrative
ACCORDING TO THE APR/XX/97 ZLA DAILY FLOW LOG AT XA00Z; LAS RADAR OUTAGE. NO NELSON GATE ARRS. THIS RADAR AFFECTS THE SECTOR 16 OASYS DEPS. THE DEPS ARE NOT PICKED UP ON RADAR UNTIL AROUND 13500 FT OR EVEN A HIGHER ALT FOR THE LAS 251 DEG RADIAL DEPS. THIS SIT CAUSES THE CTLR TO WAIT; IN ORDER TO TAKE A HDOF OR CALL LAS TO TERMINATE RADAR AND DIRECTLY AFFECTS SECTOR 16'S OPS. ACCORDING TO FAAH 7210.3M SECTION 7-1 MONITOR ALERT PARAMETER (MAP) ESTABLISHES A NUMERICAL TRIGGER VALUE TO PROVIDE NOTIFICATION TO FACILITY PERSONNEL; THROUGH THE MA FUNCTION OF THE ETMS; THAT SECTOR/ARPT EFFICIENCY MAY BE DEGRADED DURING SPECIFIC PERIODS OF TIME. THE EFFICIENCY OF A FUNCTIONAL POS OR ARPT IN PROVIDING AT SVCS IS A SHARED RESPONSIBILITY OF THE TM TEAM. THAT TEAM CONSISTS OF THE ATC(S); SATC(S); AND THE TMU. THESE ENTITIES MUST MONITOR; ASSESS; AND ACT ON SECTOR/ARPT LOADING ISSUES TO ENSURE THAT THESE NAS ELEMENTS OPERATE EFFICIENTLY. THE ABILITY OF A FUNCTIONAL POS OR ARPT TO PROVIDE ATS MAY BE AFFECTED BY A VARIETY OF FACTORS (IE; NAVAIDS; METEOROLOGICAL CONDITIONS; COMS CAPABILITIES; ETC); THEREFORE MAP IS A DYNAMIC VALUE WHICH WILL BE ADJUSTED TO REFLECT THE CAPABILITIES OF THE FUNCTIONAL POS OR ARPT. THERE IS NO RECORD IN THE DAILY FLOW LOG THAT THE MAP AT SECTOR 16 WAS LOWERED TO REFLECT THE CAPABILITIES OF THE SECTOR OR THAT ANY MILES-IN-TRAIL RESTR WERE IN PLACE ON THE OASYS DEPS. THE NON COMPLIANCE OF THE 7210.3M BY TMU AND THE SUPVR MAKE THE CONDITIONS OF WORKING SECTOR 16 IN THIS DIMINISHED CAPACITY UNSAFE.
