Narrative
WHILE TAXIING TO RWY 23L FOR TKOF; WE WERE GIVEN CLRNC TO TAXI TO RWY 23L VIA TXWY W AND RWY 28. WE STOPPED PRIOR TO RWY 28 AND RECONFIRMED THAT WE WERE CLRED TO TAXI TO RWY 23L VIA RWY 28. I THEN TAXIED TO THE HOLD SHORT LINE PRIOR TO RWY 23L; AND SUBSEQUENTLY TOOK OFF. LATER; I WAS TOLD BY CLE THAT THEY WERE ISSUING A PLTDEV RPT BECAUSE I CROSSED THE RWY 23L HOLD LINE. I WAS TOLD BY CLE THAT THERE IS ANOTHER HOLD SHORT LINE ON RWY 28 THAT IS FURTHER IN. THIS MORE RESTRICTIVE HOLD LINE IS NOT MARKED ON THE COMMERCIAL CHART. ALSO; IT NEEDS TO BE PAINTED BRIGHTER; AND THE OLD RWY 23L HOLD LINE NEEDS TO BE REMOVED. LASTLY; I THINK CLRNC SHOULD VERBALLY ALERT PLTS TO THIS MORE RESTRICTIVE HOLD LINE WHEN GIVING CLRNC TO IT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR WAS FLYING A DC9-10 ACFT. HE WAS CLRED TO TAXI TO RWY 23L VIA RWY 28 AND TXWY W. AS HE TAXIED UP TO RWY 28; HE INQUIRED OF THE TWR IF IT WAS CLR TO TAXI DOWN RWY 28; TWR REPLIED 'AFFIRMATIVE.' HE TAXIED ON RWY 28 NOT EXPECTING A HOLD SHORT LINE THAT FAR FROM RWY 23L. HE NEVER SAW THE CORRECT HOLD SHORT LINE; NOR WERE THERE ANY LIGHTS TO MARK WHERE A HOLD SHORT LINE WOULD BE. AFTER TKOF HE WAS NOTIFIED TO CONTACT FAA UPON LNDG AT DEST. 2 DAYS AFTER THIS INCIDENT; RPTR GOT NEW ARPT CHARTS THAT BETTER INDICATE WHERE THE HOLD SHORT LINE IS LOCATED. ALTHOUGH HE DIDN'T STATE WITH CERTAINTY; THIS NEW CHART MAY HAVE PREVENTED HIM FROM XING THE HOLD SHORT LINE. ALTHOUGH HE WAS NOT AWARE OF HIS XING OF THE HOLD SHORT LINE; HE HAD CROSSED IT BY 1/2 THE LENGTH OF HIS ACFT -- ABOUT 60 FT.
