A GOV C135 IS TOLD TO HOLD SHORT OF RWY 5R AT CLE; OH. FLC MAKES A MISTAKE IN KNOWING WHERE TO HOLD SHORT OF RWY 5R AND THE FLC IS CHARGED WITH A RWY INCURSION.

Narrative

C135R HAD BEEN CLRED BY CLE GND TO TAXI VIA TXWY V AND TXWY R AND HOLD SHORT OF RWY 5L. WE COMPLIED AND WERE SUBSEQUENTLY CLRED TO CROSS RWY 5L TO HOLD SHORT OF RWY 5R. AS WE STARTED ACROSS RWY 5L; CLE TWR CLRED AN ACR DC9 TO LAND ON RWY 5R AND AN ACR (SAAB?) INTO POS AND HOLD ON RWY 5L. I COMPLIED WITH THE HOLD SHORT OF RWY 5R AND WAS FINALLY CLRED ACROSS RWY 5R TO JOIN TXWY L TO TAXI TO RWY 5R FOR DEP. AS WE TAXIED ONTO TXWY L WE WERE TOLD BY CLE GND CTL TO CONTACT TWR AFTER OUR FLT AND THEY GAVE US THE PHONE NUMBER AND SAID THERE WAS A PLTDEV. WHEN I CALLED TWR; AFTER LNDG AT ELLINGTON FIELD; TX; THE INDIVIDUAL ASKED FOR NAME; ADDRESS; CERTIFICATE AND PHONE NUMBER OF THE ACFT COMMANDER. I ASKED HIM WHAT THE ALLEGED DEV WAS FOR; AND HE SAID HE WAS ONLY COLLECTING INFO; BUT THAT A RWY INCURSION HAD OCCURRED. I TOLD HIM I WAS SHORT OF THE HOLD SHORT LINE FOR RWY 5R AND HE SAID WE HAD CROSSED THE HOLD SHORT LINE FOR RWY 5R. HE SAID THE HOLD SHORT LINE FOR RWY 5R IS THE ONE CLOSEST TO RWY 5L (AND WOULD ACTUALLY HAVE ME HOLDING ON RWY 5L). 2 THINGS COME TO MIND FOLLOWING THIS INCIDENT: PAY CLOSE ATTN AND LOOK CAREFULLY AT ALL HOLD SHORT LINES. ASK A QUESTION IF YOU ARE UNSURE OF INSTRUCTIONS GIVEN BY GND OR TWR. I ALSO BELIEVE THAT BEING CLRED TO CROSS AN ACTIVE RWY (RWY 5L) WITH AN ACFT IN POS FOR TKOF ON THAT RWY; BUT HOLDING; TO HOLD SHORT OF ANOTHER RWY (RWY 5R) WITH AN ACFT CLRED TO LAND MEANS YOU SHOULD BE AS CLR OF ALL RWYS AS YOU POSSIBLY CAN. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR HAS USED THIS TAXI RTE PREVIOUSLY; HOWEVER; WHEN TOLD TO HOLD SHORT OF RWY 5R; HE WAS DETERMINED NOT TO HAVE ANY PART OF HIS C135 ACFT PROTRUDING INTO RWY 5L. HE GOT AS CLOSE TO RWY 5R AS POSSIBLE THINKING ALL WOULD BE PROPER. HE DOES NOT REMEMBER WHERE THE HOLD SHORT LINES WERE TO HOLD SHORT OF RWY 5R EXCEPT HE WAS TOLD THEY WERE VERY CLOSE TO RWY 5L. THIS MEANT HIS ACFT WOULD EXTEND OVER RWY 5L; SO IN HIS MENTAL THINKING HE PULLED VERY CLOSE TO RWY 5R ONLY TO BE INFORMED 4 HRS LATER AT HIS DEST ARR; HE HAD CROSSED THE HOLD SHORT LINE FOR RWY 5R.
