B737-200 ON STAR ARR WITH XING RESTR FAILED TO MAKE IT PARTIALLY DUE TO STRONG TAILWIND AND PARTLY DUE TO LACK OF FLC COORD.

Narrative

ON THE COATT 3 ARR AT 17000 FT; GIVEN A RESTR TO CROSS 10 MI S OF BRV AT 10000 FT; 250 KTS. CLRNC RECEIVED AT 27 DME FROM BRV. WE HAD A TAILWIND OF 40 KTS. USED IDLE PWR AND SPD BRAKES IN DSCNT BUT DID NOT MAKE THE XING RESTR. WE DID NOT ADVISE THE CTLR THAT WE WOULD BE UNABLE TO MAKE THE RESTR. LATER THE CTLR ASKED IF WE HAD BEEN GIVEN THE RESTR. THIS EVENT IS A CRM GENERATED PROB. THE CAPT WAS VERY HARD FOR ME TO WORK WITH. HE WAS THE 'SILENT TYPE' WHO ALSO WAS AN AUTH TYPE OF LEADER. HE HAD TOLD ME I WAS TOO AGGRESSIVE AS THE FO AND I SHOULD JUST DO WHAT HE ASKED OF ME. DURING THIS DSCNT THE CAPT KNEW I WASN'T GOING TO MAKE THE RESTR. HE SAID I SHOULD SLOW DOWN. I ADJUSTED THE SPD FROM 320 KTS TO 280 KTS; WHICH FURTHER SLOWED OUR DSCNT RATE. HE HAD INFO THAT I COULD HAVE USED TO MAKE THE RESTR; BUT HE HELD THE INFO TO HIMSELF. THE FIX FOR THIS SIT IS A TOUGH ONE. WE'RE DOING A LOT OF CRM TRAINING AT OUR AIRLINE; AND IT IS GREAT TRAINING. I DON'T KNOW HOW TO REACH THIS TYPE OF CAPT; THOUGH.
