TWR OPERATING WITH SPLIT LCL CTLR POS. CTLR WORKING RWY 18R TFC CLRED A DH8 FOR TKOF AT THE SAME TIME THE LCL CTLR FOR RWY 23 CLRED A BE36 FOR TKOF. ACFT TOOK EVASIVE ACTION AFTER TA WAS GIVEN AND HAD AN NMAC. LCL CTLR WORKING THE DH8 MISINTERPRETED A COMMENT FROM THE CAB COORDINATOR.

Narrative

ACFT #1 WAS AWAITING DEP ON RWY 18R. ACFT #2 WAS SCHEDULED TO DEPART RWY 23 (A CONVERGING RWY) PRIOR TO THE DH8 ON RWY 18R. I BELIEVED THAT THE COORD HAD BEEN CHANGED; AND THAT THE BE36 WOULD DEPART AFTER THE DH8 ON RWY 18R. I ISSUED A TKOF CLRNC TO THE DH8 ON RWY 18R. AFTER ACFT #1 ROTATED; I OBSERVED ACFT #2 AIRBORNE AND CONVERGING WITH ACFT #1. I IMMEDIATELY ISSUED TFC TO ACFT #1. BOTH ACFT COMMENCED A HARD R TURN. ACFT #2 WAS BEING WORKED BY ANOTHER LCL CTLR. I BELIEVE THAT INCOMPLETE COORD CONTRIBUTED TO THIS OCCURRENCE. THE PHRASE 'I BELIEVE THAT YOU CAN GET YOUR DH8 OUT TOO' BY THE COORDINATOR; LED ME TO BELIEVE THAT THE ORIGINAL DEP SEQUENCE HAD BEEN CHANGED. MY FAILURE TO CONFIRM THIS FACT CONTRIBUTED TO THE BREAKDOWN IN COM. SUPPLEMENTAL INFO FROM ACN 383987: DEPARTING RWY 18R AT CLT. JUST AFTER LIFT-OFF THE TWR CTLR RPTED TFC AT OUR 12 O'CLOCK POS; LESS THAN 1 MI. WE LOOKED AHEAD AND SAW AN ACFT RIGHT IN FRONT OF US AT OUR ALT. HE APPEARED TO BE IN A CLBING R TURN. WE WERE ABOUT 200-300 FT. I MADE A SHARP R TURN POSSIBLY 50-60 DEG BANK TO AVOID THE OTHER ACFT. I DON'T KNOW HOW WE MISSED EACH OTHER. AFTER A COUPLE OF SECONDS I LOOKED AGAIN FOR THE ACFT AND DIDN'T SEE IT. SO I ROLLED TO WINGS LEVEL AND CONTINUED THE DEP. THE TWR CTLR SAID THAT THE ACFT HAD DEPARTED ANOTHER RWY HEADING OUR DIRECTION.
