FREQ: 124.15 DFW RWY 18R. ATC FACILITY: DFW TWR. LOCATION: DFW. LNDG DFW RWY 18R WE WERE ASKED TO HOLD SHORT TXWY B WHICH WE ACCEPTED AND COMPLIED WITH. AFTER LNDG WE COULD SEE THAT THERE WERE NO ACFT WAITING TO CROSS OUR RWY. WHEN WE ASKED THE TWR CTLR ABOUT THIS; HE REPLIED THAT TO BE CONSISTENT; THE LAHSO OPS ARE EITHER USED OR NOT USED. UPON FURTHER QUESTIONING; THE CTLR REVEALED THAT THIS PRACTICE AIDS HIM IN NOT FORGETTING THE HOLD SHORT CLRNC WHEN REQUIRED. THIS CYA MISUSE OF LAHSO BY THE TWR CTLR IS UNSATISFACTORY AND EXPOSES US TO VIOLATIONS UNNECESSARILY. RECOMMEND REVIEW OF THE TWR TAPES FOR EXACT VERBIAGE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THAT THE ATIS DID NOT SPECIFICALLY SAY THAT THE LAHSO PROC WAS IN EFFECT. HE NOTED THAT THE ATIS DID ADVISE THAT SIMULTANEOUS RWY USAGE WAS IN EFFECT AND THAT WHEN HE HEARS THIS HE DOES EXPECT A LAHSO PROC TO BE USED. HE COULD NOT RECALL WHERE HE HAD READ THIS BUT WILL RESEARCH THIS FURTHER AND ADVISE. HE HAD TURNED IN A RPT OF THIS EVENT TO THE AIRLINE AND HIS UNION. HE IS NOT AWARE OF ANY FOLLOW-UP ACTIONS EITHER ORGANIZATION WILL PERFORM IN RESPONSE TO HIS RPTED INCIDENT. HE SIMPLY FELT THAT THE WHOLE EVENT WAS QUITE UNIQUE AND IMPROPER.
