EC130E MIL ACFT ON APCH HAD NMAC WITH UH1 WHICH WAS UNRPTED TO RPTR ACFT EITHER BY APCH CTLR OR THE TWR.

Narrative

I WAS FLYING AN EC130E ON A MIL TRAINING MISSION ON NOV/XX/97. WE WERE ON APCH TO MTN FLYING THE NDB TO RWY 15. WE WERE BEING RADAR VECTORED BY BALTIMORE APCH TO THE FINAL APCH COURSE FOR THE NDB RWY 15. AFTER WE DSNDED BELOW THE CLOUDS AND WERE ON THE APCH; WE WERE TOLD TO CONTACT MARTIN STATE TWR WHILE STILL OUTSIDE THE FINAL APCH FIX (ODORS). WE CONTACTED MARTIN STATE TWR AND WERE TOLD TO CONTINUE THE APCH. WHILE DSNDING ON THE APCH AT APPROX 1000 FT MSL (MAVIE INTXN) WE HAD A UH1 HELI FLY DIRECTLY OVER US WITHIN 100 FT. NEITHER BALTIMORE APCH OR MARTIN STATE TWR ADVISED US OF THE HELI; WHICH WAS IN MARTIN STATE'S CLASS D AIRSPACE. AFTER THE HELI PASSED OVER US; WE CALLED TWR AND ADVISED THEM OF THE NEAR MISS. TWR STATED THEY WEREN'T IN CONTACT WITH THE HELI. WE CONTINUED THE APCH TO A TOUCH AND GO LNDG AND THEN CLBED OUT; AFTER WHICH WE PROCEEDED TO CONTACT BALTIMORE APCH. BALTIMORE APCH ASKED US IF WE SAW THE HELI WHICH PASSED BELOW US; APPARENTLY BALTIMORE APCH WAS TALKING TO THE HELI; BUT WEREN'T AWARE THAT THE HELI HAD NOT CONTACTED MARTIN STATE TWR. THE FLT CONDITIONS WERE NIGHT VMC; WE HAD ALL OUR EXTERIOR LIGHTS ON AND THE HELI HAD A SEARCH LIGHT ON WHICH I SAW MOMENTARILY AS HE PASSED OVER US FROM L TO R. I BELIEVE THE HELI SHOULD HAVE BEEN TALKING TO MARTIN STATE TWR WHILE IN THEIR AIRSPACE.
