FLC OF B767-300 HAS NMAC WITH LIGHT TWIN ATTEMPTING TO MAKE APCH INTO FLL. THE LIGHT TWIN PLT HAD LANGUAGE PROBS AND WAS NORDO PART OF THE TIME.

Narrative

CLRED FOR A VISUAL APCH TO RWY 9L IN FLL. COPLT WAS FLYING. JUST OUTSIDE THE OM A LIGHT TWIN CROSSED THE LOC AHEAD APPROX 1 MI AND 800 FT BELOW. HIS XING DIRECTION WAS FROM N TO S. I HAD NO TCASII TA OR RA. HE THEN TURNED E TO PARALLEL MY COURSE AHEAD; S AND BELOW. TWR THEN POINTED OUT THE TFC AND SAID THEY WERE HAVING TROUBLE CTLING HIM. THE LIGHT TWIN THEN TURNED N AND CLBED THROUGH MY ALT SLIGHTLY AHEAD. HE THEN TURNED E AGAIN AND LEVELED TO PARALLEL MY COURSE; SLIGHTLY ABOVE AND AHEAD. I WAS STILL BEHIND SO I KNEW HE HAD NO IDEA I WAS THERE. STILL NO TCASII TA OR RA. AT THIS POINT I ESTIMATED HE WAS 100-200 FT HIGHER AND THE SAME DISTANCE LATERALLY FROM MY POS. I WAS CLOSING RAPIDLY. THE COPLT COULD NOT SEE HIM; SO I TOOK THE ACFT AND MADE A DSNDING R TURN TO SEPARATE FROM HIM IN ALT AND DISTANCE. AFTER CLRING; CONTINUED TO LAND ON RWY 9L. I CALLED THE TWR SUPVR FOR AN EXPLANATION. THE LIGHT TWIN WAS FROM SOUTH AMERICA; THE PLT SPOKE BROKEN ENGLISH; AND WAS NORDO FOR PART OF THE TIME THIS WAS OCCURRING. ALSO; TRAINING WAS GOING ON IN THE TWR. JUST A BAD SIT. I THINK THE TWR COULD HAVE HANDLED IT BETTER; BUT I DON'T KNOW HOW LONG THE TWIN WAS NORDO. I THINK HE CROSSED BACK N AND CLBED ON THE TWR'S INSTRUCTIONS. IT WOULD HAVE BEEN BETTER TO JUST KEEP HIM S AFTER THE FIRST XING -- LAND HIM ON RWY 9R.
