FLC OF CPR MDT MISSES LEVELOFF ALT ON SID AND CLBS ABOVE PUBLISHED ALT.

Narrative

RECEIVED PDC VIA GLOBAL DATA CTR WITH CLRNC ALT OF 17000 FT MSL. RTE WAS AS FILED. IN REVIEWING DEP SID BOTH CAPT AND COPLT MISSED SID INSTRUCTION FOR AN INTERMEDIATE LEVELOFF OF 7000 FT MSL UNTIL 7 DME. LEVELOFF INFO OF THIS NATURE SHOULD BE EASIER TO SPOT (PERHAPS LARGER TYPE). THE CLUTTER ON SID MADE THIS DIFFICULT AND CREW WRONGLY INTERPED 17000 FT CLRNC FROM PDC AS INITIAL CLB CLRNC. IT SHOULD ALSO BE NOTED THAT OTHER ACFT DEPARTING BEFORE US FROM THE SAME RWY WERE GIVEN TKOF CLRNC BY TWR WITH INSTRUCTIONS TO MAINTAIN 7000 FT. WHEN WE WERE CLRED FOR TKOF THERE WAS NO MENTION OF THAT ALT RESTR AND THIS REINFORCED OUR BELIEF WE WERE CLRED TO 17000 FT. IN OUR DEP CLB; AS WE WERE GOING THROUGH 8600 FT; LAS DEP STATED OUR ALT OF 8600 FT. LAS DEP THEN POINTED TFC OUT TO US; WHICH WE HAD VISUAL CONTACT WITH AT ABOUT 2 O'CLOCK AND 5 MI BELOW US. WE NEEDED NO ACTION TO MISS TFC; NOR DID THE OTHER ACFT NEED TO MANEUVER TO STEER CLR OF US AS OUR COURSES WERE DIVERGING. WE DID RECEIVE 1 TFC ALERT ON OUR TCASII.
