A DHC8-100 RPTED STIFF AILERONS IN L TURNS DUE TO AILERON CABLES FOUND OFF CTR WING PULLEY CAUSED BY A PULLEY GUIDE PIN MIGRATION.
Narrative
ON NOV/XX/97 AN AILERON CABLE CAME OFF A PULLEY. THE CABLE GUARD WAS FOUND TO BE OUT OF THE BRACKET. THE LAST DOCUMENTED MAINT WAS PERFORMED JUN/XY/96. IN JUN/96 THE CABLE WAS FOUND TO BE FRAYED AND A REPLACEMENT CABLE WAS MANUFACTURED AND INSTALLED. I CAME IN ON THE REPLACEMENT THE FOLLOWING SHIFT. THE EXACT DETAILS OF WHAT I INSPECTED AT THE TIME; I DO NOT RECALL. A NEW PROC REGARDING SIGNING OFF MAINT HAS RECENTLY BEEN INITIATED SO AS TO CLARIFY WHO DID WHAT AND IS RESPONSIBLE FOR THE MAINT PERFORMED. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE GUIDE PIN WAS IN GOOD SHAPE AND WAS NOT DAMAGED OR WORN BUT COULD NOT CONFIRM IF A LOCK PIN HAD BEEN INSTALLED. THE RPTR SAID THERE WAS NO EVIDENCE OF A LOCK PIN BUT IT COULD HAVE BEEN BUMPED AND DISLODGED AT SOME TIME AFTER THE AILERON CABLE REPLACEMENT. THE RPTR ALSO STATED THAT IF THE LOCK PIN WERE NOT INSTALLED WHEN THE CABLE WAS REPLACED THE AILERON RPT WOULD HAVE SURFACED SOONER THAN 15 MONTHS. THE RPTR SAID THERE WERE NO PREVIOUS LOG WRITE-UPS ON THE AILERONS.
