Synopsis

CAPT OF A MITSUBISHI MU300 DIAMOND (MU3); LANDED SHORT OF THE RWY DURING A LOW CEILING AND VISIBILITY ILS APCH CAUSING DAMAGE TO THE ACFT.

Narrative

AT APPROX XX00 LCL TIME WE WERE INBOUND TO PONTIAC; MI. BECAUSE OF THE LOW CEILING AND VISIBILITY I ASKED DETROIT APCH IF ANYONE WAS GETTING INTO PTK AND APCH ADVISED ME THAT ACFT WERE GETTING IN. THE CAPT DECIDED TO SHOOT THE ILS RWY 9R APCH AND TAKE A LOOK. AT 200 FT ABOVE DECISION HT I CALLED 'ON VREF -- APCH LIGHTS IN SIGHT.' AT 100 FT ABOVE DECISION HT I CALLED 'RWY IN SIGHT.' THE CAPT CONTINUED FOR LNDG AND MISJUDGED OUR SPD AND SINK RATE. THE ACFT TOUCHED DOWN HARD SEVERAL FT SHORT OF THE RWY AND CAUSED MINOR DAMAGE. ALTHOUGH BOTH PLTS ARE TYPE RATED AND CURRENT IN THE ACFT THE CAPT ON THIS FLT IS EMPLOYED BY THE ACFT OWNER AND FLIES APPROX 80 HRS PER YR EXCLUSIVELY IN THIS ACFT. BECAUSE OF THIS HE HAS A DIFFICULT TIME IN 'HARD IFR' CONDITIONS. I AM EMPLOYED BY AN ACFT MGMNT AND CHARTER COMPANY AND FLY APPROX 600 HRS PER YR IN SEVERAL ACFT AND FLY THIS ACFT UNDER CONTRACT ON EVERY FLT. CONSIDERING THE FLT CONDITIONS AND MY MORE RECENT IFR EXPERIENCE; THE CAPT SHOULD HAVE REQUESTED THAT I FLY THAT PARTICULAR LEG.
