Narrative

WHILE ON APCH UNDER RADAR VECTORS FROM SLC APCH CTL; AN RA WAS ENCOUNTERED AROUND 12700 FT DSNDING TO ASSIGNED ALT OF 11000 FT. OTHER ACFT WAS CLBING OUT OF SLC NEAR FFU VOR. THE RA DIRECTED A DSCNT OF 1000-1500 FPM. AFTER APPROX 10 SECONDS CONFLICT WAS OVER. I BELIEVE THE CTLR MISJUDGED OUR RATE OF TURN AND DSCNT RATE. I DON'T THINK DEPS SHOULD CLB OUT THROUGH ARR TFC. SUPPLEMENTAL INFO FROM ACN 386975: WHILE TURNING THROUGH APPROX 100 DEGS WE RECEIVED A TA FOLLOWED CLOSELY BY AN RA REQUIRING 1000- 1500 FPM DSCNT RATE. IN APPROX 10 SECONDS CLR OF CONFLICT WAS ANNUNCIATED. I BELIEVE THE CTLR MISJUDGED THE SEPARATION THAT WOULD OCCUR WHEN ISSUING OUR TURN AND DSCNT AS THE OTHER ACFT WAS CLBING AFTER DEPARTING SLC SBOUND. SUPPLEMENTAL INFO FROM ACN 387933: VECTORED THROUGH RWY 34R LOC WHEN GIVEN A HEADING TO INTERCEPT THE RWY 34R SLC LOC AND A DSCNT FROM 14000 FT DIRECT 11000 FT. PASSING THROUGH AT 13000 FT DSNDING; A TA AT 10 O'CLOCK POS; AT 2.5 NM; 200 FT BELOW CLBING WAS NOTED. VERY SHORTLY AN RA ISSUED TO DSND AT 1300 FPM. CONFLICT LASTED ABOUT 10 SECONDS.
