Narrative
IT WAS A BEAUTIFUL CRYSTAL CLR NIGHT; AND I WAS RETURNING IFR FROM PAE TO RNT. APCH ASKED WHAT APCH I WANTED AND I REQUESTED THE NDB RWY 15 APCH AT RNT. I DIDN'T HAVE A SAFETY PLT; BUT HAD A STUDENT PLT IN THE R SEAT AS A PAX. IT REALLY IS GOOD PRACTICE TO FLY IN THE SYS; IN VMC; WITHOUT A HOOD; AND LOOKING FOR TFC. ANYWAY; I WAS GIVEN A DSCNT AND A VECTOR THAT WOULD INTERCEPT THE COURSE. WHEN I QUERIED APCH ABOUT INTERCEPTING I WAS TOLD 'UH; OK; INTERCEPT; BUT I MIGHT HAVE TO GIVE YOU A 360 DEG TURN FOR TFC AT BFI...UH; SLOW DOWN TO 90 KTS AND IT WILL PROBABLY BE OK.' WELL; I WAS GIVEN A VECTOR AND HOLD. AS I TURNED BACK TO THE INBOUND COURSE; A LIFEGUARD CHKED IN AND REQUESTED PRIORITY TO BOEING. NOW I WAS TOLD TO EXPECT ADDITIONAL HOLDING BECAUSE OF 'A COUPLE ON FINAL TO BOEING (BFI).' SENSING THAT I WAS GOING TO BE HOLDING ALL NIGHT; I SUGGESTED VECTORS TO HAKIM (FAF) AND THE CANCELING OF IFR; AND WAS CLRED TO HAKIM. AT HAKIM I WAS ASKED 'SAY INTENTIONS' AND SAID; 'I'LL CANCEL WITH THE TWR AS SOON AS I CHANGE FREQ.' I WAS TOLD TO ACCEPT A VECTOR E OR CANCEL NOW; WHICH I DID. I UNDERSTAND THE LIFEGUARD GETTING PRIORITY; BUT SINCE I COULDN'T HEAR THE OTHER TFC TO BFI (DIFFERENT FREQ); I COULDN'T UNDERSTAND THE POOR SVC. THE FOLLOWING MORNING I CALLED SEATTLE TRACON TO BETTER UNDERSTAND THE SIT. THE TRACON MGR WAS WILLING TO HELP; BUT ONLY IF I GAVE HIM MY NAME. I REFUSED TO DO IT; BECAUSE I COULD HAVE JUST CALLED BACK IN A DAY OR SO; AND MY NAME HAD NOTHING TO DO WITH THE ISSUE.
