AN ACR B737 ON SHORT FINAL SAW AN ACR DH8 ON SHORT FINAL TO RWY 35 AND EXECUTED A GAR. AT THE SAME TIME THE TWR CTLR WAS GIVING THE DH8 A GAR AND AN NMAC OCCURRED. THE B737 RPTR FEELS THE TWR WAS TRYING TOO HARD TO FIT 2 ACFT INTO THE ARPT WITH MINIMUM SEPARATION.

AN ACR B737 ON SHORT FINAL SAW AN ACR DH8 ON SHORT FINAL TO RWY 35 AND EXECUTED A GAR. AT THE SAME TIME THE TWR CTLR WAS GIVING THE DH8 A GAR AND AN NMAC OCCURRED. THE B737 RPTR FEELS THE TWR WAS TRYING TOO HARD TO FIT 2 ACFT INTO THE ARPT WITH MINIMUM SEPARATION.
Narrative
ON APCH TO LAND ON RWY 27R AT PHL THE TWR ASKED US TO SLOW FOR AN ACFT TO LAND ON XING RWY 35. DUE TO VERY HIGH WINDS; 320 DEGS AT 20 KTS; GUSTING TO 30 KTS; WE HAD A HIGH APCH SPD REQUIRED OPERATIONALLY. WE TOLD THE TWR WE WERE AT OUR APCH SPD AND ASKED FOR THE CURRENT WIND TO SEE IF WE COULD REDUCE ANY. WE WERE ABLE TO REDUCE 5 KTS. AT THIS POINT WE STARTED LOOKING FOR THE XING TFC. WHEN WE FINALLY SPOTTED HIM WE WERE ON SHORT FINAL AND AT ABOUT 250 FT. SO WAS THE TFC. WE THOUGHT HE HAD THE RIGHT-OF-WAY BEING LOWER AND SLOWER AND WE DECIDED AFTER SHORT DISCUSSION TO GAR. AS WE STARTED OUR MANEUVER THE TWR ISSUED A GAR TO THE XING TFC. NOW WE WERE ONCE AGAIN POINTED AT EACH OTHER. I NOW BECAME VERY AGGRESSIVE WITH PITCH CTL AND ADD FULL GAR PWR. I DIDN'T FEEL THAT THE DH8 COULD CLB AT OUR RATE. I DID HEAR THE TWR TELLING THE DH8 THAT WE HAD GONE AROUND ON OUR OWN. I BELIEVE THIS IS STILL MY RIGHT SEEING AN UNSAFE SIT. I FEEL THIS COULD HAVE ALL BEEN AVOIDED HAD THE TWR ISSUED SOMEONE A GAR 'BEFORE' 200 FT. ISN'T THIS JUST A LITTLE CLOSE TO EACH OTHER AND THE GND TO SEE THAT YOU CAN'T FIT 2 ACFT INTO THE SAME SPACE?
