Synopsis

A B777-222 ON TKOF ROLL REJECTED THE TKOF DUE TO UNABLE TO MAKE TKOF PWR ON #2 ENG CAUSED BY A LOOSE ENG SENSE LINE OF THE ELECTRONIC ENG CTL.

Narrative

HAD A STATUS MESSAGE FOR #2 ENG ELECTRONIC ENG CTL. REPEAT WRITE-UP. REMOVAL OF THE ELECTRONIC ENG CTL WENT FINE. WHILE INSTALLATION OF THE ELECTRONIC ENG CTL THE TEMP AT ORD WAS DROPPING AND A B747 WAS BEING PARKED ON THE RAMP NEXT TO THE PLANE THAT ME AND ANOTHER AMT WAS WORKING. WHILE INSTALLING THE ELECTRONIC ENG CTL; I HAD A PLUG THAT WAS HARD TO START. I ASKED THE OTHER AMT IF HE COULD HELP. AFTER HE GOT IT STARTED; HE WENT BACK TO WORK ON THE BOTTOM OF ELECTRONIC ENG CTL. ME AND HIM DID NOT DOUBLECHK THE LINES AT THE BOTTOM OF ELECTRONIC ENG CTL. SO HE BEGAN TO SAFETY THE LINES WHICH ONE OF THEM WAS STILL LOOSE. THE INSTALLATION OF THE ELECTRONIC ENG CTL WAS THEN INSPECTED AND THE INSPECTOR DID NOT NOTICE THE LINE LOOSE. WE THEN DID THE TEST OF THE ELECTRONIC ENG CTL WHICH WAS ONLY AN IDLE RUN WHICH SHOWED THAT IT WAS WORKING FINE. ACFT WENT TO THE GATE FOR THE TRIP. DURING TKOF; THE ACFT COULD NOT GET TKOF PWR. SO ACFT RETURNED TO THE GATE AND THAT WAS WHEN THE AMT AT THE GATE FOUND THAT THE LINE WAS OFF; WHICH FELL OFF DURING TAXI OR TKOF. THERE WAS NO WARNING THAT LINE CAME OFF. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THE SENSE LINE THAT WAS LOOSE IS AT THE LOWER SIDE OF THE ELECTRONIC ENG CTL AND NOT EASY TO SEE; BUT THEY MISSED IT ANYWAY. THE RPTR SAID THE MAINT MANUAL DOES SPECIFY ONLY AN ENG RUN AT IDLE PWR WHICH IN THIS CASE IS NOT A VALID TEST.
