Narrative
ZKC TUL HI POINTED OUT A G2/R AT FL390 TO THE CTLR ON OKC HI RADAR. THE POINTOUT INDICATED 'SBOUND' OR 'DIRECT ADM.' EITHER WOULD BE APPROPRIATE AND WAS APPROVED. I RELIEVED THIS CTLR AND RECEIVED INFO THAT ACR WAS A SBOUND POINTOUT AT FL390. TUL HI SWITCHED THE G2 TO MLC HI. MLC HI LATER CALLED AND APREQUED CTL TO TURN THE G2 DIRECT MOOSE. MOOSE IS AN ARR FIX INTO DFW TERMINAL AREA AND THIS WAS MY FIRST HINT THAT THE G2 WAS AN ARR (TO ADS). THERE IS AN AIT (AUTOMATED INFO XFER) PROC WHICH STATES THAT THE ARR SECTOR HAS CTL FOR 30 DEGS OF TURN AND DSCNT. THERE WAS AN ACR BELOW THE G2 AT FL350. ADM HI CALLED AND REQUESTED CTL FOR A 50 DEG R TURN FOR THE G2. THEY EVENTUALLY DSNDED ACR IN MY AIRSPACE; BUT WHILE NO ONE ELSE WAS IN THE VICINITY; MY ONLY CLUE THAT THE G2 WAS AN ARR WAS MLC HI'S EARLIER REQUEST FOR CTL DIRECT MOOSE. EVERYONE FOLLOWED THE RULES AND AN ERROR COULD HAVE OCCURRED. TUL HI HAD NO OBLIGATION TO ADVISE THE CTLR. I BELIEVED THAT THE G2 WAS AN DFW(T) ARR. ADM HI HAD CTL FOR DSCNT AND LIMITED TURNS S OF J6 PER THE AIT. THIS SIT COULD OCCUR IN OTHER AREAS WHERE THIS PROC IS APPLICABLE. OUR LCL AIRSPACE AND PROCS HAS BEEN ADVISED OF THIS SIT AND MY RECOMMENDATION TO ADDRESS IT: CHANGE THE PROC SO THAT IT IS APPLICABLE ONLY TO ACFT ESTABLISHED ON THE TRANSITIONS TO THE STAR. THIS PREVENTS THESE SITS ENTIRELY.
