FLC OF B737 IS GIVEN A RPT OF BRAKING ACTION RWY FAIR; TXWYS POOR. ONCE ON TXWY BRAKING ACTION WAS ACTUALLY NIL. LOSS OF ACFT CTL RESULTED AND ACFT WAS STOPPED AND A TOW REQUESTED.

Narrative

ON DSCNT INTO PASCO (PSC) WITH TWR CLOSED; WE CHKED WX WITH COMPANY. THE RPT WAS SIMILAR TO OUR FINAL WX RPT RECEIVED PRIOR TO LEAVING SLC. THEY ASKED FOR BRAKING ACTION RPT ON TXWY AND FO RECEIVED NO BRAKING ACTION RPT FROM COMPANY. A FEW MINS LATER ZSE ADVISED US PSC BRAKING ACTION RWY FAIR; TXWYS POOR. THIS WAS FIRST INDICATION OF OTHER THAN CLR; GOOD BRAKING; BECAUSE OUR FINAL WX FIELD RPT SHOWED 'NO RPT' UNDER FIELD CONDITIONS FOR PSC. LANDED ON RWY 21R (WINDS 230 DEGS 30 KTS) AND BRAKING WAS FAIR TO POOR. SLOWED TO A COMPLETE STOP ON RWY; THEN VERY SLOWLY TAXIED UP TO TXWY B. ONCE ON TXWY B THE ACFT BEGAN TO SLIDE SIDEWAYS WITH BRAKING ACTION NIL. I USED #1 ENG PWR TO TRY TO BRING ACFT BACK TO TXWY CTR. ACFT NOSE MOVED ABOUT 40 DEGS TO R; BUT NOW ACFT STARTED SLIDING BACKWARDS AND SIDEWAYS. USED BOTH ENGS IN VARYING AMOUNTS OF PWR TO FINALLY RETURN TO CTR OF TXWY; POINTED 40 DEGS TO THE R. SET PARKING BRAKE AND CALLED PSC OPS; DISPATCHER; ZSE (PIREP) EVENTUALLY A SAND FILLED TRUCK CAME OUT AND DEPOSITED A LOT OF SAND AROUND ACFT AND TXWY. A TUG WAS FINALLY ABLE TO HOOK UP AND TOW US IN. TOTAL TIME FROM TOUCHDOWN TO BLOCK IN 1 HR 51 MINS. THERE WAS NO ACTUAL TXWY EXCURSION. SOMEHOW THE SYS AT OUR AIRLINE BROKE DOWN CONCERNING FIELD RPTS. UPON FURTHER FOLLOW UP WITH DISPATCHER; I FOUND OUT PSC FIELD RPTS HAD EXPIRED. OUR AIRLINE IS CONDUCTING SOME FOLLOW UP WITH PSC ARPT (WHY WERE TXWYS ALLOWED TO GET THAT BAD?) AND IN HOUSE TO SEE HOW FIELD RPTS WERE ALLOWED TO EXPIRE WHEN ACTUAL CONDITIONS WERE SO POOR.
