AN MD80 FLC MISREADS A NAV CHART AND HAS A HEADING DEV IN ZKC AIRSPACE.

Narrative

WE WERE CLRED DFW TEX4 OKM J181 BDF BDF3 ORD. AFTER PASSING ULMAN INTXN WE CONTINUED ON THE NEO 042 DEG RADIAL INSTEAD OF MAKING A SLIGHT NORTHERLY TURN TO INTERCEPT THE SPRINGFIELD 032 DEG RADIAL WHICH NOW DEFINES THE J181 AIRWAY. WE USED US HI 1/2 CHART TO NEO THEN FLIPPED THE CHART TO THE US HI 1 SIDE TO CONTINUE ON J181 TO BDF. THIS APPEARS TO BE CORRECT ALTHOUGH AT ULMAN INTXN J181 IS NOW DEFINED BY THE SPRINGFIELD 032 DEG RADIAL INSTEAD OF THE NEOSHO 042 DEG RADIAL. ATC NOTIFIED US THAT WE WERE 8 NM E OF J181 AND GAVE US A VECTOR FOR BDF. THEY SAID THAT MANY AIRCREWS DO NOT MAKE THE TRANSITION FROM THE NEO 042 DEG RADIAL TO THE SPRINGFIELD 032 DEG RADIAL DUE TO A MAP ERROR. USING JUST US HI 1/2 APPEARS TO CONTAIN THE FULL J181 AIRWAY FROM NEOSHO TO BDF; BUT IN FACT IT DOES NOT. THE CHANGE OF NAVAIDS FROM NEO TO SPRINGFIELD IS ONLY SHOWN ON THE US HI 3/4 CHART. SUGGEST NO LONGER FILE ACFT ON THE J181 AIRWAY BTWN ULMAN AND BDF OF AT THE LEAST; MAKE A NOTATION IN THE FILE PLAN REMARKS OF THE POSSIBLE CONFLICT.
