Narrative
ON LNDG AT PSP WE CONFIRMED WITH THE STATION THAT WE HAD AN INOP APU. AFTER PARKING; THE GND CREW WAS PROMPT IN CONNECTING EXTERNAL PWR. THOUGH PLUGGED IN; THE GPU WAS NOT PROVIDING ELECTRICAL PWR AND THE GND CREW HAD LEFT TO UNLOAD BAGGAGE. AFTER A FEW MINS THE AGENT OPENED THE DOOR AND THROUGH THE FLT ATTENDANT TOLD ME TO SHUT OFF THE JET ENG. I ASKED THE FLT ATTENDANT TO TELL THE AGENT TO HAVE THE GND CREW RETURN AND GET THE GPU OPERATING BEFORE WE COULD SHUT THE ENG DOWN. A FEW MINS LATER; I NOTICED PAX DEPLANING THE ACFT. AFTER ABOUT 1/2 THE PAX WERE OFF; THE GND CREW CAME BACK AND RECONNECTED THE GPU. WE SHUT THE ENG DOWN AND FINISHED THE CHKLIST. AFTER THE PAX HAD DEPLANED I HAD AN OPPORTUNITY TO SPEAK WITH THE AGENT AND TOLD HER IT WAS AGAINST OUR POLICY TO DEPLANE THE ACFT WITH THE L ENG RUNNING AND NO JETBRIDGE. SHE SAID SHE KNEW THIS. WE DEPARTED PSP WITH THE SAME ACFT TO DFW. BOTH ENGS WERE STARTED AT THE GATE. AFTER STARTING THE R ENG THE AFT BAGGAGE DOOR WAS OPENED FOR LAST MIN BAGS. WE SHUT DOWN THE R ENG AND REQUESTED MAINT FOR A FOD CHK AND LOGBOOK SIGNOFF. DELAY WAS ABOUT 25 MINS. THE GND PEOPLE SAID THEY FORGOT ABOUT NOT OPENING THE AFT CARGO DOOR. THE FOLKS AT PSP HAVE SOME OF THE BEST HUSTLE IN THE SYS. MY CONCERN IS THAT THEY ARE CUTTING CORNERS THAT MAY CAUSE INJURIES. SUPPLEMENTAL INFO FROM ACN 394520: WHILE WAITING FOR EXTERNAL PWR TO BE ESTABLISHED; AGENT OPENED FORWARD ENTRY DOOR AND STARTED DEPLANING PAX DOWN THE PORTABLE STAIRS WHILE THE L ENG WAS RUNNING. NO PWR WAS AVAILABLE AND NO ONE WAS IN SIGHT ON THE GND. REPEATED CALLS TO OPS ON THE RADIO WERE ATTEMPTED. LATER; GND PWR WAS AVAILABLE AND L ENG WAS SHUT DOWN. APPROX 2 DOZEN PAX WERE DEPLANED DURING THIS TIME.
