A FLC ACCEPTS A DC10-10 WITH AN ENG OVERSPD WRITE-UP IN THE LOGBOOK. IT HAD BEEN ASSOCIATED WITH AN AUTOTHROTTLE PROB. THE FLC; INCLUDING MAINT CTL; MISSED THE IMPORTANCE OF PROC REQUIRED FOR AN ENG INSPECTION UNDER THESE CIRCUMSTANCES.

Narrative

ACFT JUST ARRIVED FROM XXX WRITE-UP INDICATED THAT #2 ENG HAD OVERSPED INFLT DUE TO AUTOTHROTTLE PROB. MAINT CLRED WRITE-UP. WE FLEW ACFT TO YYY WITHOUT INCIDENT. THE NEXT DAY WE WERE ADVISED THAT OUR RETURN FLT TO HNL WAS DELAYED DUE TO THE ENG OVERSPD WRITE-UP. AS WE LEARNED LATER; AVIONICS CLRED THE WRITE-UP BY INOPING THE AUTOTHROTTLES. NOTHING WAS ACCOMPLISHED WITH THE ENG OVERSPD WHICH REQUIRED AN INSPECTION PRIOR TO BEING PUT BACK INTO SVC. SUPPLEMENTAL INFO FROM ACN 393680: ON FEB/XA/98 I WAS ASKED BY MY LEAD TO ASSIST INST SHOP ON A PIREP ON A DC10. I WAS ASKED TO TEST THE AUTOTHROTTLE SYS. IT CHKED OK ON THE GND. THEN I READ THE PIREP AND WAS TRYING TO MAKE A DECISION AS TO WHAT TO CHANGE. WITH THE INFO WE GOT OUT OF THE PIREP; THE ONLY COMMON THING WE COULD FIND WAS POSSIBLY THIS AIR DATA COMPUTER. THE PLT ASKED HOW LONG THAT CHANGE WOULD BE; AND I SAID IT WOULD BE ABOUT 40 MINS IF WE HAD THE PART. HE INQUIRED ABOUT GOING WITHOUT THE AUTOTHROTTLE SYS AND I SAID HE COULD. HE ASKED HOW LONG INOPING THE AUTOTHROTTLE SYS WOULD TAKE AND I TOLD HIM ABOUT 10 MINS. SO HE TOLD ME 'LET'S DO THAT THEN' AND I SAID 'OK LET ME GET THIS DEFERRED MAINT ITEM GOING.' ALSO; WHILE TRYING TO WORK WITH INST SHOP ON THIS PIREP; THE FE WAS ASKING ME ABOUT ANOTHER DMI THAT WAS DONE BY THE MORNING SHIFT. SO I WAS TRYING TO WORK THAT OUT WITH HIM AND MAINT CTL; AT THE SAME TIME THAT I WAS WORKING WITH INST SHOP ON THIS BUG. THEN MAINT CTL ASKED ABOUT THAT OTHER PIREP; WANTING TO KNOW WHAT IT WAS. AFTER WE ALL DECIDED TO INOP THIS AUTOTHROTTLE SYS; I READ THIS PIREP TO HIM OVER THE PHONE; AS WRITTEN BY THE PLT. I PUT THE AUTOTHROTTLE SYS ON DEFERRED MAINT ITEM AND SIGNED IT OFF.
