Narrative

AS A CAPT IN A FLEET OF C402'S; IN A PART 135 PAX TOUR AND CHARTER OP; I FLY PRIMARILY NON-ENGLISH SPEAKING PAX. HAD A FULL LOAD OF 9 FOREIGN TOURISTS ON MARCH/XX/98; AT LAS. AFTER TAXIING FROM MY COMPANY'S LINE TO THE HOLD SHORT OF RWY 19R; I WAS GIVEN A 'POS AND HOLD RWY 19' CLRNC FROM TWR. I POSITIONED MY ACFT ON THE NUMBERS OF RWY 19 AND LOOKED BACK INTO THE CABIN TO DO MY FINAL CHK OF MY PAX. THIS IS WHEN I SAW ONE OF MY PAX STANDING IN THE REAR OF THE CABIN; APPARENTLY TRYING TO GET INTO HIS BAGGAGE. OBVIOUSLY THIS GOT MY ATTN AS HE SHOULD HAVE BEEN SEATED AND BUCKLED IN. I SHOUTED BACK TO HIM AND GESTURED FOR HIM TO BE SEATED. (ALL PAX HAD BEEN PRIOR BRIEFED BY ME TO REMAIN SEATED AND SEAT BELTS FASTENED AT ALL TIMES.) THERE WAS NO RESPONSE FROM HIM AND NO ONE COULD TRANSLATE. I WAS CONCERNED ABOUT HOLDING ON THE NUMBERS OF AN ACTIVE RWY AND WAS IMPATIENT TO GET HIM SEATED. DURING THIS CONFUSION; I HEARD SOMETHING TO THE EFFECT OF 'ACFT ON 3 MI FINAL' OR '3 MI R BASE RWY 19' WHICH WAS WHERE WE WERE SITTING. AFTER MUCH MORE COAXING AND GESTURING; I WAS ABLE TO GET MY PAX SEATED. I COULD NOT LEAVE MY SEAT OF COURSE. I APPARENTLY THOUGHT I HAD A TKOF CLRNC FROM TWR WHEN I HEARD THE LAST CALL REGARDING THE LNDG ACFT. I POWERED UP AND ROLLED. UPON ROTATION AND WHEELS UP I REALIZED I HAD NOT READ BACK A TKOF CLRNC THEREFORE I HAD NOT RECEIVED A TKOF CLRNC AMID THE CONFUSION. I STAYED LOW INITIALLY AND SAW THERE WAS NO TFC CONFLICT; FOLLOWED TWR'S VECTORS; AND CALLED THEM TO EXPLAIN THE SIT UPON LNDG AT MY DEST. THEY SAID THE FAA WOULD CONTACT ME FOR A DEV RPT. I KNOW MY PAX ALSO RECEIVE A SAFETY BRIEF IN THEIR LANGUAGE PRIOR TO MINE; SO THEY KNOW TO REMAIN SEATED. HOWEVER; IN THE CONFUSION AND PRESSURE TO GET OFF THE ACTIVE RWY; I MADE THE MISTAKE OF THINKING I HAD BEEN CLRED TO TKOF.
