FLC OF LR35 IS UNABLE TO STOP AT HOLD LINE TO HOLD SHORT OF RWY THEY HAD TO CROSS DURING TAXI DUE TO POOR BRAKING ACTION.
Narrative
UPON RETURNING TO CVG WE SHOT THE ILS RWY 36L; CEILING WAS APPROX 300 FT OVCST AND VISIBILITY ABOUT 1 SM. RVR WAS RPTED FOR RWY 36L AT 4000 FT IN SNOW AND BLOWING SNOW. AFTER CONTACTING THE TWR INSIDE THE OM; TWR RPTED BRAKING ACTION FAIR; RPTED BY SEVERAL PREVIOUS ACFT. UPON TAXIING OFF THE RWY; MY FO (WHO DID THE LNDG) RPTED BRAKING ACTION FAIR. ON OUR TAXI TO THE FBO WE WERE INSTRUCTED TO HOLD SHORT OF RWY 27 FOR DEPARTING TFC. AS WE APCHED THE HOLD SHORT LINE FOR RWY 27; MY FO (WHO WAS TAXIING) APPLIED THE BRAKES AND WE STARTED SKIDDING; HE RELEASED THE BRAKES AND REAPPLIED THEM -- STILL ANOTHER SKID AND THEN WE STOPPED 1/2 WAY THROUGH THE HOLD SHORT LINE. AS WE CAME TO A STOP; I LOOKED UP AND SAW THE DEPARTING ACFT FROM RWY 27 LIFTING OFF. THERE WAS NO CONFLICT WITH THE DEPARTING ACFT AND JUST AS I WAS GOING TO RPT TO GND THAT WE SKIDDED 1/2 WAY THROUGH THE HOLD SHORT LINE; HE CLRED US TO CROSS RWY 27. I DID RPT BRAKING ACTION POOR ON THAT TXWY BUT DID NOT MENTION SLIDING 1/2 WAY THROUGH THE HOLD LINE. WE WERE PROBABLY ABOUT 10 FT OVER THE LINE. I TOOK FOR GRANTED THAT THE BRAKING ACTION WAS FAIR ON THE TXWY SINCE IT WAS FAIR ON THE RWYS. BAD ASSUMPTION.
