ATCT LCL CTLR RPTS CONTINUING PROB WITH STUDENT PLTS WHO DON'T MONITOR OR HEAR TWR INSTRUCTIONS AFTER TKOF RESULTING IN CONFLICTS WITH ACR ARRS AND DEPS.

Narrative

A CESSNA; FLOWN BY A STUDENT PLT; DEPARTED PHX ON RWY 26R. NORMAL PROCS/AIM REQUIRE THE PLT TO MONITOR THE TWR FREQ TILL ADVISED. LCL PROCS REQUIRE THAT THE TWR TURN VFR CESSNAS IN A MANNER THAT WILL CLR STRAIGHT-OUT DEPS FOR JET AND TURBOPROP. AFTER DEP THE TWR TRIED SEVERAL TIMES TO TURN THE CESSNA. NONE OF THE CALLS WERE ANSWERED. A B737 WAS HOLDING IN POS AWAITING THE CESSNA'S TURN WITH A B737 ON 6 MI FINAL. WHEN THE CESSNA DID NOT RESPOND TO ATC INSTRUCTIONS; THE TWR TOOK THE ACFT OFF THE RWY. DELAYS WERE INCURRED BECAUSE OF THIS OP. THE PLT OF THE CESSNA WAS ABLE TO CONTACT DEP CTL 4 MI W OF THE ARPT. WHEN THE PLT CALLED THE TWR; VIA TELEPHONE; HE INDICATED THAT HIS RADIO MALFUNCTIONED; BUT THEN STARTED TO WORK AGAIN. THIS IS A COMMON OCCURRENCE WITH STUDENT PLTS OPERATING AT THIS ARPT. THE PLT FAILED TO FOLLOW PROPER RADIO OUTAGE PROCS AS OUTLINED IN THE AIM. RECOMMENDATION: THAT STUDENT PLT ACTIVITY BE RESTR INSIDE THE PHX CLASS B AIRSPACE AS IS DONE AT LAX; SFO; DFW; ORD; ADW; DUL; DEN; AND OTHER ARPTS OF THIS SIZE AND TYPE.
