A BEECH 1900 WAS DISPATCHED AND RETURNED TO THE FIELD TWICE; DUE TO INCORRECT AND INCOMPLETE REPAIR TO THE DC ELECTRICAL SYS.
Narrative
ACFT ARRIVED AT ZZZ WITH L DC GENERATOR INOP AT SOME PRIOR TIME DURING THE DAY AND WAS PARKED. PARTS FOR REPAIR ARRIVED AT APPROX XA45. ACR'S MAINT CTL WAS CONTACTED AND I WAS DIRECTED TO REPLACE DC PWR PANEL FIRST AND INSPECT/REPLACE STARTER/GENERATOR IF NEEDED AFTER PANEL REPAIR AND REPLACEMENT. WORK WAS STARTED AT APPROX XB15 AND INTERRUPTED AT APPROX XB45 TO SVC OXYGEN ON A DIFFERENT ACFT. REPAIRS WERE RESTARTED APPROX XC15. REPAIR AND REPLACEMENT OF PANEL WAS CONTINUED UNTIL COMPLETED AT APPROX XD30. DURING THIS PERIOD OF TIME; THE WIND WAS BLOWING AT 30-40 MPH AND TEMP WAS IN LOW 40'S ON THE RAMP WHERE WORK WAS BEING PERFORMED. WHEN COMPLETED WITH PANEL REPAIR AND REPLACEMENT; I ATTEMPTED TO CONTACT A PERSON RUN QUALIFIED ON THIS ACFT TYPE UNTIL XZ00 WHEN A PERSON ARRIVED AT LOCATION. ACFT WAS RUN UP; DC ELECTRICAL SYS OPERATED NORMALLY AT THIS TIME. DUE TO WORKLOAD OF PERSON WHO RAN ACFT; AND TIME LIMITS; NO INSPECTION WAS PERFORMED BY SECOND PERSON. ACCESS PANEL WAS CLOSED AND PAPERWORK COMPLETED. AT TKOF; LNDG GEAR WOULD NOT RETRACT DUE TO A WIRE NOT BEING CONNECTED TO THE DC PWR PANEL. ACFT RETURNED TO GATE AT WHICH TIME IT WAS TOWED TO A HANGAR; JACKED; AND THE WIRE CONNECTED; AND WAS OPS CHKED GOOD. ACFT WAS RETURNED TO SVC AT THAT TIME. ACFT LATER DEPARTED AND ONCE AGAIN RETURNED TO ARPT FOR DC PWR FAILURE AT WHICH TIME A GENERATOR CTL UNIT WAS REPLACED AND SYS WAS OPS CHKED NORMAL AND ACFT DEPARTED. PERSONNEL FACTORS AFFECTING THE UNCONNECTED WIRE WERE FATIGUE; WX; NO TRAINING ON THIS TYPE OF ACFT; POOR TO NON EXISTENT COMS WITH RUN QUALIFIED PERSONNEL.
