A C650 FLC EXPERIENCES A RWY EXCURSION WHEN THEY FAIL TO STOP ON A WET RWY AT LNK; NE. SCENARIO DEPICTS LATE DEPLOYMENT OF SPOILERS AND THRUST REVERSERS.

Narrative

THE APCH WAS IN LIGHT RAIN THAT ENDED ON SHORT FINAL. THE RWY WAS WET FROM A PREVIOUS SHOWER. I LANDED APPROX 1500 FT DOWN THE RWY. I TESTED THE BRAKES; THEY WERE OK. I DEPLOYED THRUST REVERSERS; SPOILERS; AND I INCREASED THE BRAKING PRESSURE. NEARING THE LAST TXWY; THE ACFT WAS DECELERATING NORMALLY UNTIL THE ACFT ROLLED ON THE PAINTED THRESHOLD MARKINGS AT WHICH TIME THE DECELERATION RATE OF ACFT STOPPED. LATER WE COULD SEE FROM THE TIRE TRACKS THAT THERE WAS VERY LITTLE RUBBER ON THE PAINTED AREAS AS COMPARED WITH UNPAINTED SURFACE. PREVENTIVE MEASURES: 1) MIX SAND WITH PAINT TO INCREASE THE BRAKING FRICTION ON PAINTED SURFACES. 2) USE MAX THRUST REVERSERS FOR FULL EFFECTIVENESS. 3) USE MAX BRAKES FOR MINIMUM STOPPING DISTANCE. 4) LAND ON FIRST 1000 FT OF RWY. SUPPLEMENTAL INFO FROM ACN 399852: THE PIC WAS UNABLE TO STOP ON THE HARD SURFACE AND CONTINUED OFF THE RWY A FEW FT AND STOPPED. SEVERAL FACTORS CONTRIBUTED TO THIS OCCURRENCE. 1) THE WET RWY SURFACE. 2) THE WT OF THE ACFT (MINIMUM REQUIRED FUEL AND NO PAX) REDUCING BRAKING EFFECTIVENESS. 3) THE POSSIBILITY OF HYDROPLANING THE TIRES. 4) WET PAINTED SURFACES ON THE RWY (THRESHOLD MARKINGS AND NUMBERING FOR RWY 17L) THAT FURTHER DECREASED BRAKING EFFECTIVENESS AT THE END OF RWY 35R. TO CORRECT THIS OCCURRENCE A MORE AGGRESSIVE USE OF REVERSE THRUST UPON TOUCHDOWN AND DECELERATING MORE RAPIDLY TO LOW SPD USING REVERSE THRUST; BEFORE REACHING THE RWY END.
