Synopsis

FO OF A CPR JET FAILED TO CONTACT ATC WHEN INSTRUCTED TO DO SO DURING AN ARR. THE FO TUNED IN THE FREQ; BUT NEVER CONTACTED ATC. IN ADDITION; THE CAPT FAILED TO HOLD THE ASSIGNED AIRSPD DUE TO THE NEED TO MAKE A 360 DEG TURN OUTSIDE OF THE STAR ARR TRACK.

Narrative

WHILE ON THE BUNTS ARR INTO TRENTON; NJ; ZOB HANDED US OFF TO ZNY. MY FO; A NEW-HIRE ON ONLY HIS SECOND TRIP AND WITH NO PREVIOUS CITATION EXPERIENCE; ACCEPTED THE HDOF (HE WAS THE PNF). AFTER DIALING IN THE NEW FREQ; HE APPARENTLY GOT DISTRACTED AND DID NOT CHK IN (OR EVEN SWITCH OVER) TO ZNY. I WAS REVIEWING THE STAR AT THE TIME AND DID NOT REALIZE THAT HE NEVER SWITCHED OVER. ZOB CALLED US AND WE ANSWERED. HE TOLD US WE WERE SUPPOSED TO HAVE SWITCHED. I LOOKED AT THE RADIO AND NOTICED THAT THE NEW FREQ HAD BEEN DIALED IN; BUT NEVER SWITCHED. I POINTED IT OUT TO MY FO WHO SEEMED CONFUSED OVER THE MIX- UP. SO; I WENT AHEAD AND SWITCHED FREQS MYSELF AND BEFORE I COULD CALL NY; WE HEARD THE CTLR CALLING US. I REPLIED THAT WE WERE WITH HIM NOW; TO WHICH THE CTLR VERY ANGRILY QUERIED US; 'WHERE WERE YOU?' NOT PREPARED TO RESPOND; I SIMPLY RESTATED THAT WE WERE WITH HIM NOW. HE AGAIN SHOUTED OUT 'WHERE WERE YOU?' I COULD NOT RESPOND TO THAT; SO HE MADE US DO A L 180 DEG TURN OUT OF OUR SEQUENCE. WE THEN TURNED L TO A 330 DEG HDG AND PROCEEDED TO FLY FOR SEVERAL MINS. THE CTLR TOLD US TO STANDBY AND HE WOULD CALL US WHEN HE WAS READY. FINALLY; THE CTLR TOLD US TO TURN L DIRECT LANCASTER TO REJOIN THE ARR AND TO KEEP OUR TURN TIGHT. TO THIS POINT; WE HAD BEEN ASSIGNED 270 KTS FOR OUR SPD. BECAUSE WE WERE IN LIGHT TURB AND BECAUSE OF THE NEED TO KEEP OUR TURN TIGHT; I REDUCED PWR IN THE TURN AND RESUMED PWR WHEN WE ROLLED OUT OF THE TURN. OUR SPD HAD REDUCED TO 230 KTS IN THE TURN; BUT WAS ACCELERATING TO 270 KTS WHEN THE CTLR ASKED OUR SPD. SUDDENLY; MY FO DECIDED HE COULD TALK AGAIN; AND TOLD THE CTLR THAT WE WERE DOING 230 KTS; BUT DIDN'T TELL HIM WE WERE ACCELERATING TO 270 KTS. THE CTLR WAS FURIOUS BY NOW AND PROCEEDED TO TELL US THAT NO SPD CHANGES WERE AUTH UNLESS HE TOLD US SO. AT THIS POINT; I SAW NO NEED TO TRY TO EXPLAIN TO THE CTLR THAT WE WERE ALREADY BACK AT 270 KTS AND WHY WE INITIALLY REDUCED IN THE TURN BECAUSE I FELT LIKE THINGS WOULD ONLY GET WORSE BY TRYING TO REASON WITH HIM. WE THEN CONTINUED ON THE ARR AND LANDED. MY FO DOES NOT KNOW WHY HE FAILED TO SWITCH FREQS. WE HAD BEEN COMMUNICATING WELL AND GOOD CRM TECHNIQUES WERE BEING USED PRIOR TO THE PROB. I'M NOT SURE WHY I MISSED THE FACT THAT HE DID NOT CALL IN OTHER THAN THE FACT THAT I WAS REVIEWING THE ARR PROCS DURING THE TIME HE TOOK THE HDOF.
