Narrative
THE FLT WAS PART OF A TRAINING CHK FOR MULTI-ENG. THE PLT; IN CTL OF THE PLANE AT THE TIME OF THE INCIDENT; IS RATED IN MULTI-ENG. A SINGLE ENG APCH WAS BEING CONDUCTED AND UPON ARR AT THE RWY THE ALT WAS WRONG. A GAR WAS INITIATED AND AT THE SAME TIME; SCRAPING NOISES CAME FROM THE ACFT. THE GAR WAS CONTINUED. AN ASSESSMENT OF POSSIBLE DAMAGE WAS MADE AND IT WAS DECIDED THAT IT WAS BETTER TO FLY TO DAYTONA BEACH INTL ARPT; AS THEY HAD SUPERIOR EQUIP IN THE CASE OF AN EMER. THE ACFT WAS ABLE TO BE FLOWN WITH EASE AND A NORMAL LNDG RESULTED IN DAYTONA. A DISTR OF THE RADIO NOISE AT UNCTLED ARPTS MOMENTARILY HAD MY ATTN AND NORMAL LNDG PROCS WERE DELAYED. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THAT THE REASON THAT A GAR WAS PERFORMED AND THE ACFT SCRAPED THE RWY WAS DUE TO NOT HAVING THE LNDG GEAR EXTENDED. DUE RADIO NOISE DISTR; RPTR DID NOT NOTICE THAT THE GEAR WAS NOT DOWN UNTIL THE ACFT WAS COMING TOO CLOSE TO THE RWY. SINCE ONE OF THE ENG THROTTLES WAS RETARDED FOR SIMULATION OF AN ENG OUT; THE GEAR WARNING HORN HAD BEEN SILENCED; THEREFORE; THE HORN DID NOT SOUND DURING THE LNDG FLARE. IN ADDITION TO BOTH PROPS STRIKING THE RWY; THE R TRAILING EDGE OF THE WING FLAP AND THE ENTRANCE STEP ALSO SCRAPED THE RWY.
