PLT OF A C152 STARTED TKOF ROLL WHEN A CESSNA CITATION WAS STILL ON THE RWY AFTER LNDG AT AN UNCTLED ARPT.
Narrative
ON JUN/SUN/98; CONCORD REGIONAL ARPT WAS BUSY WITH A NUMBER OF FLYING ACTIVITIES GOING ON. THERE WAS A STRONG XWIND FROM THE NW AND RWY 2 WAS IN USE. THE CEILING WAS ESTIMATED 5000 FT BROKEN WITH CUMULUS CLOUDS CAUSING SOME LIGHT CHOP. TFC ON THE GND AND IN THE AIR WAS FLOWING QUICKLY AND SMOOTHLY. WHEN I WAS IN LINE FOR DEP I HEARD A TFC CALL FROM A CITATION 10 MI STRAIGHT OUT ON 'FINAL.' AFTER ONE LNDG AND TWO DEPS I WAS NEXT IN LINE FOR TKOF AND THE CITATION HAD CALLED 5 MI OUT FOR A STRAIGHT IN APCH. I RADIOED THE CITATION TO SEE IF THERE WAS ROOM FOR ONE DEP AHEAD OF HIM AND GOT A '3 MI FINAL' CALL. I RESPONDED THAT I WOULD WAIT FOR THE CITATION TO LAND BEFORE TAKING THE RWY. AFTER THE CITATION PASSED BY; I NOTED THE TOUCHDOWN POINT AND CALLED ON THE RADIO THAT I WAS DEPARTING TO THE N. I LOOKED UP AT THE RWY AND HEARD ANOTHER TFC CALL FROM A PLANE TURNING L BASE. NOT SEEING ANYONE ON THE RWY OR ON FINAL I CONTINUED MY DEP AS RPTED. AFTER LIFT-OFF I HEARD THE CITATION CALL THAT HE WAS CLR OF THE RWY 2; AND I LOOKED DOWN TO SEE HIM ON THE TXWY. HE RADIOED ME TO SAY MY DEP WAS UNPROFESSIONAL. WHEN I REALIZED I HAD NOT WAITED FOR HIS RADIO CALL CLRING THE RWY AND RELIED ON VISUAL INDICATIONS ONLY; I KNEW HE WAS CORRECT AND ACKNOWLEDGED HIS SECOND ADMONISHMENT. IN MY EFFORT TO KEEP SPACING BTWN ME AND THE PLANE ON BASE I NEGLECTED TO KEEP AN EAR OPEN FOR TFC AHEAD OF ME. SORRY.
