CAK APCH CTLR FAILED TO ESTABLISH RADAR CONTACT ON DEPARTING D328 AND THE ACFT EXITS CAK AIRSPACE AND ENTERS YNG APCH CTL AIRSPACE WITHOUT A HDOF.

Narrative

ACR #1 DEPARTED CAK ON A 050 DEG HDG. I CLBED THE ACFT TO 7000 FT AND KEPT IT ON A 050 DEG HDG FOR TFC AND FOR THE DATA BLOCK TO TAG. THE PLT OF THE ACFT NEVER TURNED ON THEIR XPONDER AND IT WAS VERY BUSY; SO THE DATA BLOCK NEVER TAGGED. THE ACFT WAITED 8-10 MINS BEFORE CALLING BACK TO GET ON COURSE. IT WAS IN YOUNGSTOWN APCH AIRSPACE. WE ASKED THE PLT IF HE WAS SQUAWKING THE APPROPRIATE CODE AND THE PLT SAID YES. WE STILL COULD NOT FIND THE ACFT. WE ASKED THE PLT AGAIN ABOUT THE BEACON CODE AND THEN THE TAG FINALLY TAGGED. THIS IS HOW I KNOW THAT THE PLT NEVER TURNED ON THE XPONDER. SUPPLEMENTAL INFO FROM ACN 404966: THE ACFT DID NOT 'TAG UP' WITH A DATA BLOCK. I DID NOT TAKE ACTION TO CORRECT THIS IMMEDIATELY BECAUSE OF THE POTENTIAL TRAINING SIT (IE; GIVE THE TRAINEE THE OPPORTUNITY TO RECOGNIZE THE SIT; AND RESOLVE IT). ALSO; GIVEN THE PAST PERFORMANCE OF CAK'S RADAR/BEACON SYS; THE ACFT NOT TAGGING IMMEDIATELY IS NOT AT ALL UNUSUAL. THE TRAINEE DID ADVISE ACFT #1 OF 'RADAR CONTACT.' THE ENSUING MINS WERE FILLED WITH FREQ CONGESTION AND INCREASED TFC VOLUME.
