Synopsis

THE R WING OF A CPR DA50 FLC STRUCK A PWR CTL BOX FOR THE REILS AS THEY WERE PREPARING TO TAXI ONTO RWY 36 AT ESC.

Narrative

WHEN TAXIING E ON TXWY PERPENDICULAR TO APCH END OF RWY 36; R WING OUTBOARD SLAT CONTACTED THE PWR CTL BOX FOR THE REIL LOCATED ON THE W SIDE OF APCH END OF RWY 36. I DID NOT PERCEIVE THE BOX TO BE A THREAT AND DID NOT MOVE OFF TXWY CTRLINE. CONTACT WAS 3 INCHES FROM TIP OF SLAT; MAKING A DENT ABOUT THE SIZE OF A QUARTER 3/32 INCHES DEEP. AFTER INSPECTION FLT WAS CONTINUED. I FEEL THE PWR BOX WAS TOO CLOSE TO TXWY AND TOO TALL. HOWEVER; MY PERCEPTION OF THE BOX NOT BEING A THREAT WAS NOT ACCURATE AND PROVIDED A POOR JUDGEMENT IN NOT MANEUVERING TO AVOID CONTACT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR SAID THAT HE WAS FLYING A DASSAULT FALCON 50 AND THAT SINCE STRIKING THE REIL CTL BOX HE HAS AGAIN REVISITED THE ARPT. HE SPOKE TO THE ARPT MGR AND EXAMINED THE CTL BOX. THE ARPT MGR HAS LOWERED THE BOX TO ABOUT 2 FT ABOVE THE GND FROM 51 INCHES. THE BOX IS STILL 29 1/2 FT FROM THE TXWY CTRLINE. THE ARPT MGR ALLEGEDLY TOLD THE CAPT THAT THE REGIONAL ARPT STANDARDS INSPECTOR HAD CONTACTED HIM ABOUT AN INSPECTION OF THE REIL INSTALLATION. THE CAPT DID NOT KNOW IF THE INSPECTION HAS TAKEN PLACE YET. THE CAPT SAID THAT THE CONTRACT MAINT FACILITY THAT HIS COMPANY USES APPROVED CONTINUED OP WITH THE SHALLOW DENT IN THE LEADING EDGE DEVICE; BUT EMPHASIZED THAT THE DEVICE WOULD HAVE TO BE REPLACED IN THE NEXT MAJOR MAINT PROC. THE CAPT HAS NOW LEFT THIS COMPANY AND IS GOING TO FLY ELSEWHERE.
