Synopsis

A DC9 FLC DOES NOT MAKE THEIR XING RESTR 50 MI S OF BRV; VA.

Narrative

OUR ORIGINAL CLRNC WAS DIRECT FLAT ROCK VOR AND THEN THE ARR INTO WASHINGTON DULLES. WE WERE ABOUT 20 MINS OUT OF THE ARPT SO I TOOK THE LIBERTY OF PICKING UP THE ATIS BECAUSE THE CAPT WAS IN A DISCUSSION WITH THE #1 FLT ATTENDANT. WHILE I WAS GETTING THE ATIS ZDC CALLS US AND RECLRS US DIRECT TO BROOKE VOR (BRV) TO CROSS 50 MI S OF BROOKE AT FL220. THE CAPT (PNF) ANSWERED THEM AND PUT THE ALT IN THE ALERTER BOX. I FINISHED GETTING THE ATIS AND ACKNOWLEDGED THE ALT WE WERE CLRED TO; THE CAPT THOUGHT I WAS LISTENING TO BOTH FREQS AND GOT THE WHOLE CLRNC BUT I ONLY GOT THE ALT. AS WE GOT TO OUR XING DISTANCE 50 MI OUT OF BROOKE; THE CAPT BROKE FROM HIS DISCUSSION WITH THE FLT ATTENDANT TO ASK ME IF I KNEW THE CLRNC. BY THAT TIME IT WAS TOO LATE AND I WAS ONLY DSNDING THROUGH 24000 FT. THEN THE CTLR JUST GIVES US ANOTHER CLRNC TO DSND TO 17000 FT AND DOES NOT SAY ANYTHING FURTHER. THE PROB WAS OBVIOUSLY CAUSED BY THE VARIOUS DISTRACTIONS OF THE FLT ATTENDANT IN THE COCKPIT AND ME GETTING THE ATIS WHEN I SHOULD HAVE BEEN JUST FLYING THE AIRPLANE. TO PREVENT THIS FROM REOCCURRING; I BELIEVE THE CAPT AND I MUST HAVE A GREATER DISCIPLINE FOR OUR ASSIGNED FLT DUTIES IN ORDER TO MINIMIZE DISTRACTIONS ON THE FLT DECK. SUPPLEMENTAL INFO FROM ACN 405705: I TOOK THE CLRNC WHILE THE FO WAS ON THE OTHER RADIO GETTING THE ATIS FOR WASHINGTON DULLES ARPT. JUST THEN ONE OF THE FLT ATTENDANTS CAME INTO THE COCKPIT WITH A PROB. IN TRYING TO RECTIFY THE PROB I FORGOT TO VERIFY THE CLRNC WITH THE FO WHO WAS FLYING THE AIRPLANE. BY THE TIME I REALIZED WE MISSED THE RESTR; WE WERE ABOUT 48 NM S OF BROOKE; 2 MI PAST OUR RESTR POINT. WHEN I TOLD THE FO HE SAID HE DIDN'T KNOW ANYTHING ABOUT THE RESTR AND JUST THOUGHT WE WERE TO DSND TO FL220. IN HINDSIGHT I BELIEVE THIS WOULD NEVER HAVE HAPPENED IF THE FO AND I WOULD HAVE FOLLOWED PROPER PROCS AND VERIFY WITH EACH OTHER ALL CLRNCS WE RECEIVE.
