C170 PLT DISPUTES RWY USAGE WITH CITATION PLT AT RUT.
Narrative
APCHING RUTLAND; VT; ARPT FROM THE S; I XMITTED ON CTAF 122.8 10 MI S; AND ADVISED OF MY INTENTIONS. SHORTLY THEREAFTER; I HEARD A CESSNA CITATION ANNOUNCE A 6 MI STRAIGHT IN FINAL TO RWY 19; THE ACTIVE RWY; LENGTH 5000 FT. I PRESUMED HE WAS MAKING AN INST APCH TO RWY 19. AS I GOT CLOSER TO THE ARPT; I TWICE ASKED THE CITATION OF HIS INTENTION AS TO A FULL STOP OR A MISSED APCH AFTER THE APCH WAS COMPLETED. HE NEVER ANSWERED; BUT DID A GAR AND ANNOUNCED CLBING TO 1800 FT MSL; THE PATTERN ALT; AND WOULD STAY IN THE PATTERN. NEXT I SAW HIM PASS IN FRONT OF ME ON THE R XWIND AT 1800 FT MSL AS I WAS ABOUT TO ENTER THE PATTERN. THE CITATION MADE A WIDE PATTERN AND RETURNED FOR A FULL STOP LNDG; ROLLING ALL THE WAY TO THE END AND TURNING R INTO A TURN AROUND PAD WHERE I THOUGHT HE WAS EXITING THE RWY. I THEN TOUCHED DOWN ON THE APCH END USING APPROX 300 FT OF THE RWY. I WAS CLRING THE RWY WHEN THE CITATION ANNOUNCED THAT HE WOULD BACK TAXI ON RWY 19 TO CLR THE RWY. I CLRED THE RWY BEFORE THE CITATION TURNED AROUND. THE CITATION PLT ADVISED ME THAT I SHOULD NOT HAVE LANDED BEFORE HE HAD BACK TAXIED AND CLRED THE RWY. I SAID IT WAS PERMISSIBLE AND SAFE; AS LONG AS THE PIC DETERMINED IT WAS SAFE TO DO SO.
