Narrative
ABORTED TKOF ON RWY 9L DUE TO LOSS OF L GENERATOR. ACFT HAD SIGNIFICANT RECENT HISTORY OF ELECTRICAL MALFUNCTIONS. ATTEMPTED TO NOTIFY TWR BUT COULD NOT XMIT TO ANYONE. AFTER CLRING THE RWY; MUCH CONFUSION AS TO THE INABILITY TO COMMUNICATE. ALSO HAD TO DEAL WITH RESTORING FULL ELECTRICAL PWR. AFTER ABOUT 10 MINS ON THE TXWY ADJACENT TO THE RWY WHERE WE HAD ABORTED WE FINALLY REALIZED THAT THE ABORTED TKOF AT 100 KTS WITH MAX BRAKING RESULTED IN FO KIT BAG SLIDING FORWARD RIGHT INTO MIKE BUTTON. THE BUTTON WAS BEING HELD DOWN BY FO KIT BAG. ATTEMPTS BY XMITTING ON CAPT SIDE ALSO FAILED AS TWR FREQ WAS BEING BLOCKED BY FO MIKE ALONG WITH ANY OTHER FREQ. AFTER CLOSER EXAMINATION I BELIEVE THERE IS AN URGENT NEED TO RELOCATE ALL MIKES ON THE B767 MODELS WHERE THE MIKE IS LOCATED. IT IS PERFECTLY ALIGNED WITH KIT BAG EDGES WHERE SUDDEN STOPS WILL RESULT IN LOSS OF COMS. HAD WE NEEDED IMMEDIATE RESCUE EQUIP WE WOULD HAVE BEEN UNABLE TO GET ANY ASSISTANCE DURING A CRITICAL TIME. FORTUNATELY THIS INCIDENT DID NOT WARRANT ASSISTANCE. THIS IS A REAL SAFETY CONCERN AND NEEDS IMMEDIATE ACTION. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR CAPT CONFIRMED THE ACFT TYPE AS B767-200 AND ONE OF THE EARLIER MODELS WHICH HAVE THE HAND MIKES LOCATED IN BRACKETS IN FRONT OF THE FLT KIT STORAGE SPOT. AND; DEPENDING ON THE FLT KIT FLAP OPENING POS CAN RESULT IN THIS TYPE OF SIT. THE FO'S KIT BAG FLAP OPENED OUTBOARD SO WAS FACING THE SIDE WALL AND THAT CAME IN CONTACT WITH THE HAND MIKE XMIT BUTTON HOLDING IT DOWN UNTIL THE FLC DISCOVERED IT. THE FLC WAS ABLE TO RESTORE THE GENERATOR; BUT RETURNED TO THE GATE WHERE THE ACFT WAS REMOVED FROM SVC. RPTR SAYS THE ACFT HAD A HISTORY OF MANY ELECTRICAL PROBS. RPTR ALSO PROVIDED FLT HR STATISTICS WHICH WERE NOT ON THE ORIGINAL RPT. RPTR HAD SENT RPTS TO HIS COMPANY AND HAD NOT YET HAD FEEDBACK.
