A B737 FLC EXPERIENCES A ROLLING TENDENCY OF THEIR ACFT DURING TKOF AND INITIAL CLB UNTIL THE FLAPS ARE RETRACTED. THE SAME EVENT; IN REVERSE; OCCURS ON APCH AND LNDG AT DEST.

Narrative

ACFT ROLLED TO R ON LIFTOFF. FO APPLIED A LOT OF L AILERON TO KEEP WINGS LEVEL. ONCE ACFT WAS CLEANED UP AND ACCELERATED TO 250 KTS; ACFT FLEW OK. ON LNDG AT PHX THE ACFT EXHIBITED THE SAME HANDLING PROBS. THE SLOWER YOU GOT; THE MORE L AILERON WAS REQUIRED. ACFT WAS REMOVED FROM SVC AND THE #7 CARRIAGE THRUST BEARING WAS REPLACED. ACFT OTS 3 DAYS. THE PROB I HAVE WITH THIS IS; OUR PLTS ARE SO USED TO CRAPPY MAINT AT MY ACR; THEY ARE ACCEPTING AND FLYING ACFT THAT SHOULD BE GNDED. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE CAPT STATED THAT THE CORRECTIVE ACTION AFTER THE POSTFLT INSPECTION WAS TO REPLACE THE #7 SPINDLE CARRIAGE THRUST BEARING ON THE L TRAILING EDGE FLAP CASTING. THE BEARING WAS NOTED AS 'HAVING MOVEMENT INFLT.' THE FLAP WAS MOVING 1 INCH FURTHER TO THE EXTENDED POS THAN THE R FLAP SET. THE CAPT HAD A SIMILAR EXPERIENCE ABOUT 7 MONTHS AGO BUT BLAMES THIS INCIDENT ON 'POOR' MAINT. THE LAST 2 WKS WERE BETTER BUT THE ACFT WERE BEING REPAIRED ONLY BECAUSE THE AIRLINE HAS CANCELED A LOT OF FLTS IN ORDER TO PERFORM THIS NEEDED MAINT.
