B73S CREW HAD AIRSPD INDICATOR FAILURE ON TKOF. JUST AFTER LIFT-OFF THEY ENCOUNTERED SEVERE WINDSHEAR.

Narrative

TKOF FROM RWY 22 AT TXWY E AT MSP; FLAPS 1 DEG REDUCED. AT APPROX 80 KTS HAD A MALFUNCTION OF FO'S AIRSPD INDICATOR. FO WAS PF; BUT AS PER COMPANY POLICY TKOF CONTINUED SINCE ALL OTHER INSTS NORMAL. V1 AND VR WERE NORMAL. AT APPROX 10 FT AGL AND 10 DEGS NOSE UP; CAPT NOTICES AIRSPD REDUCTION OF 10-15 KTS. HE VERBALLY CALLS OUT WINDSHEAR AND ADVANCES BOTH THROTTLES TO THE STOPS (FIREWALL). ALMOST IMMEDIATELY GPWS ISSUES WINDSHEAR ALERT AND PITCH COMMAND ON FLT DIRECTOR FOR WINDSHEAR RECOVERY. ACFT WAS UNABLE TO CLB OR ACCELERATE FOR APPROX 10 SECONDS; THEN SLOWLY BEGAN EMERGING FROM RWY ENVIRONMENT. CAPT THEN RADIOED TO MSP TWR TO RPT THE SHEAR. TWR NEVER ACKNOWLEDGED RPT AND ADVISED US TO CONTACT DEP. REMAINDER OF CLBOUT; CRUISE; LNDG AT ORD UNEVENTFUL. UPON INSPECTION AT ORD; THE ACFT DAMAGE FROM RWY CONTACT WAS DISCOVERED. AFT WATER DRAIN MAST WAS GROUND DOWN BY ABOUT 2 INCHES AND TAIL SECTION OF ACFT SHOWED SOME MINOR ABRASIONS. ALTHOUGH LIGHT RAIN WAS FALLING AT MSP ON TKOF; SKY WAS BROKEN WITH TOPS AT 11000 FT. WIND WAS FROM 300 DEGS AT 8 KTS. CONDITIONS DID NOT WARRANT WINDSHEAR PRECAUTIONS BEFORE TKOF.
