Narrative
MIL #1; 2 F18'S; IFR TO NKX DEPARTING RWY 29. REQUESTED A LOW APCH PRIOR TO DEPARTING FOR NKX. ACFT #1; C172; VFR NBOUND DEPARTING RWY 11. ACFT #1 WAS CLRED FOR TKOF ON RWY 11 AND WAS INSTRUCTED TO PROCEED R TURN WBOUND TO AVOID THE F18'S DEPARTING RWY 29 WITH R CLOSED TFC FOR NOISE ABATEMENT ANTICIPATING ON ACFT #1 TURNING NBOUND AS SOON AS MIL #1 TURNED XING WIND. AFTER MIL #1 DEPARTED RWY 29 ACFT #1 TARGET DISAPPEARED FROM THE SCOPE. I ASKED ACFT #1 HIS POS AND HE STATED HE WAS 7 MI SW. IMMEDIATELY AFTER ACFT #1 STATED HIS POS THE TARGET APPEARED ON THE SCOPE AGAIN AND INSTRUCTED THE PLT PROCEED NBOUND. THE TARGET WAS OBSERVED TO BE ONLY 2 1/2 MI S OF THE ARPT. I TURNED TO OBSERVE MIL #1 FLT AND IT APPEARED ACFT WAS RAPIDLY INCREASING SPD ON THE DOWNWIND LEG. I ATTEMPTED TO VISUALLY OBSERVE ACFT #1 WITHOUT SUCCESS. I TURNED BACK TO OBSERVE MIL #1 FLT AND NOTICED BOTH F18'S TURNING BASE WITH THE FIRST F18 ALMOST OVER THE THRESHOLD OF RWY 29 AT ABOUT 500 FT AGL. AT THAT TIME I NOTICED THE TARGET TRAILS TO BE AGAIN 1/2 MI APART ESTIMATED SPD 450 KTS; AND REALIZED THERE WOULD BE A CONFLICT IF I ALLOWED ACFT #1 TO CONTINUE NBOUND. I INSTRUCTED ACFT #1 TO TURN E TO AVOID THE F18'S.
