ADVANTAGES: 1) CLR; CONCISE INSTRUCTIONS; IF STANDARDIZED ATC PROCS ARE FOLLOWED; COMPARED TO DIFFICULTIES IN UNDERSTANDING NON NATIVE ENGLISH SPEAKING CTLRS. 2) HARD COPY PRINTOUT OF ATC CLRNC FOR REF AND RECORD KEEPING. 3) DIRECT ATC COM FASTER AND MORE ERROR FREE THAN RELAYING THROUGH A 3RD PARTY SUCH AS COMMERCIAL RADIO OR OTHER RADIO SVC. FANS DATALINK OPERATIONAL DIFFICULTIES ARE: 1) CONDITIONAL CLRNCS SPECIFYING ALT CHANGES AT A FUTURE TIME AND/OR FIX. 2) NON STANDARD DELIVERY (WORDING) OF CLRNC FROM OCEANIC ATC'S. 3) LACK OF PRINTING CAPABILITY OF ATC CLRNC WHEN USING CTR CDU AND COMMERCIAL RADIO. SUGGESTIONS: 1) STANDARDIZE FANS ATC CLRNCS THROUGHOUT OCEANIC ATC. 2) PROHIBIT ATC FROM USING CONDITIONAL CLRNCS; EG; ALT CHANGES AT SPECIFIED TIME AND/OR FIX XING. 3) IF #2 NOT POSSIBLE; REQUIRE CREW TO ACCEPT (IF CREW ACCEPTS) CLRNC BY SENDING A FREE TEXT MESSAGE TO ATC WITH A 'WILCO' RESPONSE AND 'REPEAT' OF THE CLRNC; EG; 'FLT XXX WILCO TO CLB AND MAINTAIN FL330 AFTER XING XXX FIX.'
