Narrative
ON LAST DAY OF 4 DAY PAIRING; IT'S XA00 HRS AND WE HAVE BEEN ON DUTY SINCE XM10 HRS. THIS IS OUR SEVENTH AND FINAL LEG. NEITHER I NOR THE CAPT HAVE EVER BEEN TO THIS ARPT BEFORE. WE HAD FAMILIARIZED OURSELVES WITH THE ARPT DIAGRAM AND LAYOUT. ON TAXI TO RWY 4; I NOTICED AN ACFT ON APCH TO RWY 7 AND COMMENTED TO THE CAPT ABOUT THE UNUSUAL LAYOUT OF RWYS HERE. IT WAS A LONG TAXI. WE WAITED FOR ONE ARR AND THEN WE WERE CLRED FOR TKOF. BY THIS TIME; THE OTHER ACFT WAS NOW ON FINAL FOR RWY 7. AS WE STARTED THE TKOF ROLL; I TRIED TO POINT OUT THE TFC TO THE CAPT. HE SAID LATER THAT HE DIDN'T SEE IT AT THE BEGINNING OF THE TKOF ROLL. TWR DIDN'T MENTION THE TFC. AT ABOUT 80 KTS; I TOLD THE CAPT TO ABORT; ABORT; ABORT. BY THIS POINT; HE SAW THE ACFT RIGHT IN FRONT OF US LOW ON FINAL FOR RWY 7 (NO VASI FOR THIS RWY). THE CAPT DID NOT ABORT; BUT DID NOT ROTATE. WE PASSED UNDER THE LOW WING ACFT; THEN ROTATED AND CLBED OUT (AT ABOUT 120-130 KTS -- WELL ABOVE THE NORMAL 105 KTS). NEITHER WE NOR THE TWR COMMENTED ABOUT THE NEAR MIDAIR. IF THAT IS NORMAL PROC AT ROC; SOMETHING SHOULD BE CHANGED.
