Narrative
OUR CLRNC WAS TO DEPART OKC; AS FILED; MAINTAIN 5000 FT AND AFTER TKOF TURN R HDG 010 DEGS. AFTER TKOF ON RWY 35R; WE WERE SWITCHED TO DEP CTL. WE ATTEMPTED CONTACT AND RECEIVED NO RESPONSE; INITIALLY. DEP THEN CALLED ANOTHER ACFT AND PROCEEDED TO HAVE A CONVERSATION ABOUT XING THE FIELD AT 3500 FT AND OTHER ASSORTED SUBJECTS. AFTER I SET QUIET EPR AT ABOUT 2700 FT MSL; OUR RATE OF CLB DECREASED TO ABOUT 1000 FPM. THE FO WAS ABLE TO CONTACT DEP CTL AND HE RESPONDED; 'TURN R 040 DEGS AND MAINTAIN 3000 FT MSL.' WE WERE PASSING 2900 FT MSL WHEN THE REVISED CLRNC WAS RECEIVED. AS CAPT AND THE PF; I PUSHED THE NOSE OVER; BUT REACHED 3100 FT WHEN SIMULTANEOUSLY WE RECEIVED A TFC ALERT; FOLLOWED IMMEDIATELY BY A TCASII RA 'MONITOR VERT SPD;' DURING WHICH I WAS DSNDING BACK TO 3000 FT MSL. THE VSI TCASII DISPLAY SHOWED A TARGET AT +500 FT PASS OVERHEAD. I ASKED THE CTLR FOR A PHONE NUMBER. LATER THAT DAY; I TALKED WITH THE OKC SUPVR. HE HAD NOT BEEN ON DUTY AT THE TIME; BUT SAID THEY WOULD LOOK INTO IT.
