A MOONEY MC20C OWNER OPERATOR ADVISED THE RPTR THAT A COTTER PIN SECURING THE THROTTLE LINKAGE WAS OMITTED DURING THE ANNUAL CHK AND CAUSED A LOSS OF PWR.

Narrative

AT XA30 ON SEP/XY/98; OWNER/OPERATOR TELEPHONED AND STATED HIS BELIEF THAT DURING AN ANNUAL INSPECTION COMPLETED JUN/YY/98 THAT A COTTER PIN SECURING THE THROTTLE LINKAGE WAS LEFT OUT RESULTING IN LOSS OF ENG PWR CTL. CHKLISTS AND NOTES WERE REVIEWED AND NO CONCLUSIONS COULD BE DRAWN ONE WAY OR ANOTHER. WHEN ACFT WAS BROUGHT TO OUR FACILITY IT WAS IN POOR CONDITION WITH SEVERAL ITEMS THAT WERE VERY SERIOUS; INCLUDING UNAUTH MAJOR ALTERATIONS PERFORMED BY PERSON OR PERSONS UNKNOWN. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE ACFT HAD BEEN IN SVC FOR 2 MONTHS WHEN THE OWNER OPERATOR RPTED THE LINKAGE PROB. THE RPTR SAID IT APPEARS THIS OWNER OPERATOR IS DISGRUNTLED OVER THE ANNUAL REPAIR BILL AND WANTS TO RECOVER A PORTION OF THE BILL. THE RPTR SAID THE ENG WAS REMOVED TO REPAIR A CRACKED MOTOR MOUNT AND WHEN REINSTALLED THE THROTTLE LINKAGE WAS ADJUSTED BY THE SHOP MECH AND THEN REINSPECTED BY THE CERTIFIED INSPECTOR. THE RPTR STATED THERE IS NO SEPARATE SIGNOFF FOR THE THROTTLE LINKAGE ADJUSTMENT AND OPERATIONAL CHK. THE RPTR SAID THE FAA HAS MADE NO CONTACT WITH THE RPTR.
