Narrative
AFTER ATTENDING A FLY-IN BREAKFAST AT ALGONA; IA; I WAS READY TO DEPART FOR ALBERT LEA; MN; ABOUT XA05. AWOS WAS RPTING WINDS AT 240 DEGS AT 12 KTS; SO I ELECTED TO USE RWY 30 (3960 FT BY 75 FT CONCRETE). THE OTHER RWY (RWY 18/36) HAD BEEN IN USE EARLIER WITH WINDS 210 DEGS AT 8 KTS. RWY 18 IS 2880 FT BY 160 FT TURF. I TAXIED TO THE RUNUP AREA AT THE END OF RWY 30 AFTER MAKING THE APPROPRIATE RADIO CALLS ON THE CTAF. WHILE PERFORMING THE RUNUP; I NOTICED THE GULLWING ABOUT 1 MI S OF THE FIELD AT ABOUT 400-500 FT AGL. A MOONEY; ALSO READY TO DEPART; CALLED ME ON CTAF TO SEE IF I WAS LEAVING SOON OR IF HE HAD TIME TO BACK-TAXI TO THE RUNUP AREA WITH ME. I ADVISED THAT I WAS ALMOST READY TO DEPART. I THEN CHKED VISUALLY FOR ANY TFC ON DOWNWIND; BASE; OR FINAL. SEEING NONE; I ANNOUNCED ON CTAF THAT I WAS DEPARTING RWY 30. AS I ENTERED POS ON RWY 30; I LOOKED FOR TFC THAT MIGHT STILL BE USING RWY 18; AND SEEING NONE; STARTED MY TKOF ROLL. I HAD CLBED ON RWY HDG TO ABOUT 300 FT AGL WHEN I SAW THE GULLWING OFF MY R WING ABOUT 750 FT. HE WAS MAKING A BANKING R TURN TO AVOID ME. I BELIEVE HE WAS MAKING LOW PASSES OVER THE ARPT TO DISPLAY THE RECENTLY RESTORED GULLWING. AT NO TIME DID I HEAR ANY RADIO TFC ON THE CTAF FROM THE GULLWING. HE MAY HAVE BEEN NORDO. I BELIEVE THAT NORDO ACFT FLYING DEMONSTRATIONS AT EVENTS ATTRACTING HVY TFC SHOULD BE REQUIRED TO USE A SCANNER OR HAND-HELD TO MONITOR THE CTAF.
