Narrative

I RECEIVED AN IFR CLRNC WITH A 5 MIN WINDOW. HVY DEW HAD FALLEN THE NIGHT BEFORE. FROM EXPERIENCE; I KNEW THAT THE ENG RUNUP WOULD CLR IT OFF THE WINDOW; SO I DIDN'T DO IT BY HAND TO SAVE TIME. THIS WORKED; BUT AS THE WATER CLRED; ALL THE NUMEROUS BUG SPLATS FROM THE PREVIOUS TRIP WERE REVEALED. THIS WAS ONLY A MINOR REDUCTION IN VISIBILITY; BUT WAS A CONTRIBUTING DISTR. I WAS WORRYING WHETHER TO STOP; CLEAN THE WINDOW; AND PICK UP A NEW CLRNC OR NOT. ACFT Y HAD A BAD XMITTER. ITS XMISSIONS WERE FAINT; STATICKY AND GARBLED. I DIDN'T REALIZE HE EXISTED AT FIRST. A THIRD ACFT; ACFT Z; WAS LNDG. I XMIT; 'NXXXX TAKING THE ACTIVE RWY 25 AT CENTRAL JERSEY.' ACFT Y CALLS. I HEAR '...CENTRAL JERSEY...SEVEN....' I XMIT 'WHAT WAS THAT?' ACFT Z CALLS 'NXXXX BASE TO FINAL RWY 7 CENTRAL JERSEY.' AS I'M PAST THE HOLD SHORT LINE; I TAXI ACROSS AND OFF; AND XMIT 'NXXXX XING THE ACTIVE; I'LL TAXI OFF THE OTHER SIDE AND CLR THE RWY.' ACFT Z LANDS AND ATTEMPTS TO EXIT THE RWY ONTO THE TXWY I AM SITTING ON. I'M NOW TURNED AROUND; FACING THE RWY AGAIN. ACFT Z TAXIES CAREFULLY AROUND ME; GOING ONTO THE GRASS; AND HEADS FOR A PARKING SPACE. I CALL 'NXXXX DEPARTING RWY 25 CENTRAL JERSEY' AND AGAIN TAXI ONTO THE RWY. FULL PWR; CHK ENG RPM AND OIL PRESSURE. ABOUT 1/3 OF THE WAY DOWN THE RWY; AT ABOUT 50 MPH; I NOTICE AN ACFT FINISHING A TURN TO EXIT THE RWY (ACFT Y). ACFT Y HAD OBVIOUSLY ENTERED THE RWY ABOUT THE SAME TIME I DID; FROM THE OPPOSITE END. AS AN ABORT MIGHT CAUSE A COLLISION; AND ACFT Y WASN'T ON A TKOF ROLL; I ELECTED TO FLY. PASSED ACFT Y ABOUT 100 FT OVER ACFT Y; JUST AS ITS TAIL WAS LEAVING THE RWY. HEARD FROM ACFT Y; '...CLR OF THE ACTIVE....' TOLD ACFT Y THAT HIS XMITTER WAS GARBLED AND ALMOST UNREADABLE.
