Narrative

I WAS PRACTICING DIFFERENT LNDGS (IE; XWIND; SHORT FIELD; SOFT FIELD) TO FRESHEN UP ON A COUPLE THINGS BEFORE STARTING MY INST TRAINING. I MADE 3 TOUCH-AND-GO LNDGS ON RWY 29. AFTER THE THIRD TKOF; I REQUESTED RWY 3 SO THAT I COULD PRACTICE XWIND LNDGS. THE CTLR MADE ME WAIT FOR 1/2 MIN THEN EXTENDED ME 3 MI ON A R DOWNWIND FOR RWY 3. SOON THEREAFTER; HE INSTRUCTED ME TO TURN BASE AND PROCEED DIRECT TO RWY 3. I THEN HEARD HIM SLOW TFC FOR RWY 21 TO 100 KTS. HE GAVE ME A WIND CHK AND INSTRUCTED AN ACFT TO HOLD SHORT OF RWY 3/21 BECAUSE I WAS LNDG. TOUCHDOWN WAS NORMAL. FLAPS UP; CARB HEAT IN; THEN I RADIOED FOR PATTERN TURNOUT INSTRUCTIONS. ATC REPLIED; 'OH; I THOUGHT YOU WERE GOING TO (MY FLT SCHOOL).' I THEN LOOKED FORWARD TO SEE THE PREVIOUSLY DESCRIBED ACFT ON ABOUT A 1 MI FINAL FOR RWY 21. I HAD ABOUT 2 SECONDS TO REACT. I IMMEDIATELY THROTTLED BACK FROM MY TKOF ROLL AND GOT ON THE BRAKES. BRAKING WAS CTLED; BUT FORCEFUL. I TURNED OFF AT TXWY A ABOUT 3/4 DOWN THE 7000 FT RWY. MY R TIRE BLEW WHILE TURNING AND APPLYING BRAKE PRESSURE; BUT I MADE IT OFF SAFELY. THE OTHER ACFT LANDED ON RWY 21 VERY SOON THEREAFTER; AND TAXIED BY ME AS IF NOTHING HAD HAPPENED. I RADIOED ATC INFORMING HIM OF MY TIRE PROB. I STATED THAT I THOUGHT I WAS CLRED TOUCH-AND-GO. HE REPLIED THAT HE 'ASSUMED' I WAS FULL STOP BECAUSE I TOOK RWY 3. (PLTS FROM MY SCHOOL WILL OFTEN LAND ON RWY 3 AND TURN ON TXWY B -- APPROX 4000 FT DOWN THE RWY -- IN ORDER TO SAVE TIME.) I REPLIED THAT 'IT SEEMS THAT WE HAD A MISCOM!' HE AGREED. ALL OTHER RADIO INTERACTION WITH TWR AND GND WAS NORMAL AND/OR MAINT RELATED. ALTHOUGH THE ONLY DAMAGE RESULTED FROM THIS INCIDENT WAS A FLAT TIRE; A GOOD SCARE; AND A BRUISED EGO; THIS COULD HAVE BEEN MUCH WORSE. I WAS AT FAULT BY NOT SPECIFYING MY TOUCH- AND-GO INTENT AND ASSUMING THE CTLR KNEW WHAT I WAS DOING. BUT THE FACT OF THE MATTER IS THAT; BY CLRING ME TO LAND; THE CTLR WAS GIVING ME ALL 7000 FT OF RWY TO USE IF NEED BE; NOT THE FIRST 3500 FT OR SO TO TXWY B. HE WAS SURPRISED WHEN I ASKED FOR TURNOUT INSTRUCTIONS BECAUSE HE ASSUMED I'D ALREADY BE OFF THE RWY. BASED ON HIS ASSUMPTION; HE THEN ALLOWED THE OTHER PLANE TO CONTINUE TO LAND IN THE OPPOSING DIRECTION -- CREATING AN UNSAFE SIT FOR NOT ONLY ME; BUT ALSO FOR THE OTHER PLT WHO DIDN'T SEEM TO SEE ME; NOR KNOW WHAT WAS GOING ON.
