A C172 PVT PLT EXPERIENCES AN NMAC WITH AN A1A WART HOG FLYING AN IR MIL RTE ON IR719. PLT WAS 'PRACTICING A FORCED LNDG' AT A NON TWR ARPT AND ENCROACHED UPON THE IR RTE.
Narrative
A SVFR RTE BRIEFING WAS OBTAINED FROM THE CIRRUS DUAT SYS BEFORE THE FLT. LATER; A VFR FLT PLAN WAS FILED WITH THE LCL FSS FOR THE FLT TO THE LCL PRACTICE AREA. ONCE CLRING ROA CLASS C AIRSPACE AND ENTERING THE S PRACTICE AREA; RADAR SVC WAS TERMINATED; AND THE FLT PLAN WAS ACTIVATED. DURING THE PROFICIENCY TRAINING SESSION A SIMULATED ENG OUT PROC WAS INITIATED. DECIDING THAT MOUNTAIN LAKE ARPT (W91) WAS UNATTAINABLE; A FIELD APPROX 1 MI TO THE SSE OF THE ARPT WAS SELECTED. PASSING THROUGH 700 FT AGL HDG FOR THE FIELD; I HEARD THE SOUND OF A TURBOFAN PWRED ACFT. A SINGLE A10 PULLED UP INTO AN APPROX 60 DEG CLB IN FRONT OF AND SLIGHTLY L OF MY ACFT AND ROLLED TO THE R. THE A10 THEN PROCEEDED TOWARDS A SMALL MOUNTAIN RIDGE 5 NM TO THE S. BY THE TIME I INITIATED EVASIVE ACTION WITH A DIVING BANK TO THE L; THE A10 WAS CLR OF THE IMMEDIATE AREA. LATER; THE A10 JOINED UP WITH A SECOND A10 (WHO ACCORDING TO MY FRONT SEAT PAX TURNED WELL BEHIND OUR ACFT) AND PROCEEDED TO PLAY WHAT APPEARED TO BE 'FOLLOW THE LEADER' ALONG THE RIDGE IN THE DISTANCE. SUGGESTIONS: DURING THE DUAT PREFLT PROCESS; PLTS SHOULD BE ALLOWED TO OBTAIN MTR ACTIVITY INFO. THE PLTS OF THE A10'S APPEARED TO BE CONDUCTING MANEUVERS OUTSIDE OF MTR RTES. FURTHERMORE; THE MANEUVERS OBSERVED WOULD BE MORE APPROPRIATELY CONDUCTED WITHIN AN MOA OF WHICH THE NEAREST AREA IS APPROX 25 NM TO THE E.
