AN MO20 BEING PROVIDED RADAR VECTORS FOR AN ILS APCH; LANDS GEAR UP; EVEN THOUGH APCH AND TWR CTLRS ATTEMPT TO BRING THE CONDITION TO THE PLT'S ATTN; WITHOUT SUCCESS.

Narrative

WHILE WORKING COMBINED RADAR; MO20 (ACFT X) DEPARTED D38 ARPT VFR AND REQUESTED IFR CLRNC TO ROC. I IDENTED ACFT X AND ISSUED VECTORS FOR ILS RWY 28 APCH ROC (HIS REQUEST). APPROX 2 MI S OF LOC; ACFT X REQUESTED A HDG TO INTERCEPT LOC. I ISSUED HDG 300 DEGS TO INTERCEPT AND CLRED ACFT X FOR THE APCH. ACFT X WENT THROUGH THE LOC. I THEN ISSUED A HDG OF 260 DEGS TO JOIN AND RECLRED ACFT X FOR THE APCH. I OBSERVED ACFT X GOING S THROUGH THE LOC. I ASKED THE PLT IF HE HAD VISUAL ON THE FIELD AND THE REPLY WAS GARBLED AND WEAK. ACFT X XPONDER BEGAN TO COAST AND I BELIEVE I LOST RADIO CONTACT AT THIS TIME. I OBSERVED THE TRACK OF THE ACFT CONTINUING TOWARDS RWY 28. I REQUESTED AND RECEIVED CLRNC TO LAND ON RWY 28 FOR ACFT X. I ISSUED THE CLRNC ON THE FREQ AND ASKED THE PLT TO IDENT TO ACKNOWLEDGE. NO IDENT WAS OBSERVED. ON SHORT FINAL; THE LCL CTLR OBSERVED THAT ACFT X GEAR WAS NOT DOWN AND RELAYED THIS TO ME. I ISSUED A GAR TO ACFT X AND RECEIVED NO RESPONSE. ACFT X LANDED GEAR UP. ROC FSDO RPTED MINOR DAMAGE AND CLASSIFIED THIS IS AN INCIDENT; NOT AN ACCIDENT.
